The scientific library began operating together with the creation of the Sector of State and Law of the Academy of Sciences of the Ukrainian SSR. Initially, the collection of books was carried out on a voluntary basis. The State Historical Library of Ukraine made a significant contribution to the formation of the Sector's library, replenishing the book fund with legal publications of the 19th century and the beginning of the 20th century and the private book collection of S. G. Alterzon. V. M. Koretsky paid great attention to replenishing the scientific library's collections. He brought a lot of foreign literature from foreign trips, and also received it as a gift from foreign colleagues. This literature significantly enriched the library's collections. The copies he handed over are stamped «From V. M. Koretsky». Currently, a quarter of the library's collection consists of foreign publications. V. V. Tsvetkov, V. F. Pohorilko, Yu. I. Rymarenko and other scholars also contributed to the formation of the library's collection. An employee of the Institute, Doctor of Law G. I. Changuli bequeathed his collection of legal literature to the library. The family also donated scientific literature belonging to T. M. Lisnichenko, who worked at the Institute for a long time.

One of the sources of completing the library's collection, especially foreign literature, is book exchange. The library received publications from legal scientific institutions in Poland, Hungary and other countries. Currently, the Institute's library collection includes about 89 thousand units of domestic and foreign scientific literature and periodicals.

The library has a reference and bibliographic apparatus: an alphabetical and systematic catalog of monographs (separately domestic and foreign) and abstracts of dissertations, a bibliographical index of journal articles, an index of current legislation, an alphabetical catalog of dissertations. Several systematic bibliographic indexes of scientific works of the Institute's employees and new legal literature were published. G. O. Oskom and L. V. Galchevska made a significant contribution to the establishment and development of the library at its initial stage.Galina Oleksandrivna Oskoma was one of the first directors of the library. A lawyer by profession, she paid a lot of attention to bibliographical work.

From 1978 to 1992, the library was headed by Galyna Galchevska. She was fluent in several foreign languages ​​and did much to improve the use of the foreign literature collection.

Currently, the library is skillfully managed by Natalia Ivanovna Ovchinnikova.

Today, the volume of educational and scientific literature funds is more than 886,682 — copies. Since March 2022, the Research4Life portal has provided scientists of the Institute with free access to electronic resources (journals, books, databases) within the Research4Life project until the end of 2022 in order to support the scientific community of Ukraine in times of war. In January 2023, Ukraine's status was updated on the official Research4Life website, indicating the inclusion of the state in Group A countries, whose scientists have free access to the platform's resources. The Institute's employees have access to most of the Research4Life content (the platform's content volume has reached 200 thousand units — journals, books, databases).

Access to the Internet is provided through the provider «Fiber Group UA», an internal computer network is functioning, which connects all the Institute's offices, support and access to the EDEBO is provided through the SE «Inforesurs»; internal security control is carried out using video surveillance.
