All-Ukrainian Scientific and Practical Conference «Dowkille Legislation of Ukraine and Protection of Environmental Rights of Citizens in the Conditions of European Integration»

On November 21, 2025, the All-Ukrainian Scientific and Practical Conference was held at the Vasyl Stefanyk Carpathian National University on the topic: «Dowkill legislation of Ukraine and protection of environmental rights of citizens in the context of European integration».

The event was organized by the V. M. Koretsky Institute of State and Law of the NAS of Ukraine (Department of Agrarian, Land, Environmental and Space Law Problems) and Vasyl Stefanyk Carpathian National University (Educational and Scientific Law Institute; Department of Labor, Environmental and Agrarian Law).

The Conference was attended by representatives of scientific schools of higher education institutions of Ukraine (Yaroslav Mudry National Law University, National University of Bioresources and Environmental Management of Ukraine, Taras Shevchenko National University of Kyiv, Zaporizhia National University, Ivan Franko National University of Lviv, National University «Odesa Law Academy», V.K. Mamutov Institute of Economic and Legal Research of the NAS of Ukraine, Academy of Advocacy of Ukraine, National Academy of Internal Affairs, Kyiv International University, Khmelnytskyi Cooperative Trade and Economic Institute, National Technical University «Dnipro Polytechnic», International Charitable Organization «Ecology-Law-People», National Association of Lawyers of Ukraine, Basin Council of the Black Sea Rivers and Public Council under the State Agency of Water Resources of Ukraine.

The participants of the event were welcomed by the Director of the V. M. Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine, Doctor of Law, Professor, Academician of the National Academy of Sciences of Ukraine, Honored Lawyer of Ukraine Oleksandr Skrypnyuk; the Rector of the Vasyl Stefanyk Carpathian National University, Doctor of Economics, Professor Valentyna Yakubiv; the Director of the Educational and Scientific Law Institute of the Vasyl Stefanyk Carpathian National University, Candidate of Law, Professor, Honored Lawyer of Ukraine Yuriy Mykytyn.

In his welcoming speech, Olexandr Skrypnyuk noted that the V.M. Koretsky Institute of State and Law of the NAS of Ukraine and the National Academy of Legal Sciences of Ukraine pay special attention to the formation of a new normative philosophy of environmental law, scientific support for legal reform, as well as expert support for state decisions in the field of environmental policy. «Modern multidimensional challenges — military aggression against Ukraine, large-scale environmental damage, the need for post-war reconstruction, the imperative of adapting national legislation to European Union law, as well as global processes of decarbonization and climate transformation, – emphasized Olexandr Skrypnyuk, — form completely new priorities of lawmaking and law enforcement. Under these conditions, environmental law becomes one of the cornerstones of the state's legal policy, a guarantee of the protection of constitutional human rights, a platform for ensuring national security and sustainable development.

It is extremely important that today's conference covers a wide range of areas — from legal mechanisms for environmental security, ecosystem sustainability and European climate policy to issues of strategic environmental assessment, biosafety, circular economy, the use of space capabilities for environmental monitoring, as well as liability for military environmental crimes. Such a multidimensional approach reflects the modern trend in the development of integrated, interdisciplinary environmental legislation, which must meet European standards and at the same time take into account the Ukrainian realities of the war and post-war era.

«I am confident that the results of this conference will make a significant contribution to these processes, will contribute to the improvement of legislation, the development of doctrine and the deepening of Ukraine's European integration progress», — summed up Olexandr Skrypnyuk.

The conference was moderated by: Nataliya Malysheva, Chief Researcher of the Department of Agrarian, Land, Environmental and Space Law of the V. M. Koretsky Institute of State and Law of the NAS of Ukraine, Doctor of Law, Professor, Academician of the National Academy of Legal Sciences of Ukraine, Honored Lawyer of Ukraine and Nadiya Kobetska, Professor of the Department of Labor, Environmental and Agrarian Law of the Vasyl Stefanyk Carpathian National University, Doctor of Law, Professor, Honored Worker of Education of Ukraine.

A range of issues were discussed, including:

Ecological safety and ecosystem sustainability: legal principles of support.

European climate policy: an action program for Ukraine.

Legal support and protection of citizens' right to a safe environment in the context of European integration.

Transformation of environmental legislation in the context of modern threats.

Sustainable nature management in the context of post-war reconstruction and European integration.

Space capabilities for solving environmental problems in the context of martial law and post-war reconstruction.

Liability for environmental damage caused by military actions: legal guarantees and practical mechanisms.

The conference became a powerful scientific platform for exchanging views on the prospects for the development of environmental legislation and ensuring guarantees for the protection of citizens' environmental rights in the context of European integration and related challenges.
