RIPENKO Artem Igorovych - leading researcher of the Department of Agrarian, Land, Environmental and Space Law, Doctor of Law.

In 2004, he graduated from the Odessa National Maritime Academy (Faculty of Maritime Law) and received a full higher legal education in the specialty «Jurisprudence». In 2005, he graduated from the Faculty of Postgraduate Education of the South Ukrainian State Pedagogical University named after K.D. Ushynsky and received a second higher education in the specialty «Psychology». In 2011, he graduated from the Odessa Regional Institute of Public Administration of the National Academy of Public Administration under the President of Ukraine and received a Master's degree in Public Administration. In 2017, he graduated from the Odessa State Academy of Construction and Architecture and obtained a qualification as a specialist in the specialty «Land Management and Cadastre».

In 2010, he defended his dissertation for the degree of Candidate of Law in specialty 12.00.06 — land law; agrarian law; environmental law; natural resource law on the topic: «Legal regulation of the use of residential and public development lands for improvement».

The scope of scientific interests covers problems of land, environmental, natural resource and international law, in particular, international legal issues of payment of reparations, settlement of armed conflicts, etc.

From 2005 to 2016, he worked in the legal department of the Odessa City Council, in particular as the deputy director of the legal department, as well as as the deputy director for legal affairs of the Municipal Green Trust.

In 2011, he began teaching at the Department of Agrarian, Land and Environmental Law of the Odessa National Law Academy as a lecturer. Since 2012, he has been a part-time associate professor at the Department of Law of the Odessa State University of Internal Affairs, where he teaches land and environmental law.

After moving to Kyiv in 2020, he worked as an advisor to the Vice Prime Minister of Ukraine (2020), Director of the Legal Department of the Ministry for Strategic Industries (2020), Deputy Head of the State Employment Service of Ukraine (2021), Assistant Director of the State Bureau of Investigation (2021), and Head of the State Agency for Land Reclamation and Fisheries of Ukraine (2021-2022).

Since 2011, he has been engaged in part-time teaching and research activities. He taught courses in land and environmental law at the Odessa National Law Academy (2011-2012) and the Odessa State University of Internal Affairs (2012-2019).

Since 2015, he has been a senior research fellow on a voluntary basis at the V.M. Koretsky Institute of State and Law of the NAS of Ukraine, and since 2023 he has been working as a leading research fellow at the Department of Agrarian, Land, Environmental and Space Law Problems of the Institute. Since 2022 - Head of the Department of Current Problems of Philosophy of Law and Legal Linguistics of the Research Institute of Public Law. Member of the Council of Young Scientists under the Ministry of Education and Science of Ukraine (2021-2022).

He is the author of over 100 scientific works, in particular, the individual monograph «Land Use for Urban Planning Needs: Theoretical and Practical Problems» (Odesa, 2019), textbooks «Land Law of Ukraine: General Part» (co-authored with O.M. Pashchenko, Odesa, 2013),«Modern land relations: problems and ways to solve them» (Odesa, 2014),Land law of Ukraine (as part of a team of authors, Odesa, 2023), textbooks Environmental law of Ukraine (chapter « Legal Principles of Management and Control in the Field of Nature Management and Environmental Protection», Odesa, 2012), «Forensic Expertise in Criminal Proceedings» (Odesa, 2020), co-author of Commentary to the Civil Procedure Code of Ukraine (Odesa, 2021).

In 2016, he was appointed director of the Odessa Research Institute of Forensic Expertise of the Ministry of Justice of Ukraine. He is a certified forensic expert in the expert specialty 10.20 "Research on Land Management Issues".
