BATRIN Stanislav Vitaliyovych – Candidate of Law, Research Fellow of the V. M. Koretsky Institute of State and Law of the NAS of Ukraine, practicing lawyer.
He graduated from the Yaroslav the Wise National Law Academy of Ukraine with a degree in Jurisprudence» (2008) and completed postgraduate studies at the V. M. Koretsky Institute of State and Law of the NAS of Ukraine (2012).
In 2013, he defended his dissertation for the degree of Candidate of Legal Sciences on the topic: «Corporate Legal Relations in Economic Law» in the specialty 12.00.04 — economic law; economic procedural law.
Main areas of scientific activity — corporate legal relations, economic activities of companies, contracts, state regulation, competition, relations between business entities and the state; dispute resolution, litigation, arbitration.
Taught the academic discipline “Commercial Law” at the Kyiv University of Law of the NAS of Ukraine (2011-2012). He joined working groups established by state authorities to modernize economic legislation, and made reports at meetings of the Verkhovna Rada of Ukraine.
Prepared over 40 conclusions of scientific and legal expertise on the clarification and application of commercial law norms, at the requests of state authorities and leading business companies, including: «Naftogaz of Ukraine», «State Savings Bank of Ukraine», «Design Bureau «Pivdenne» named after M. K. Yangel», «Antonov», «Nadra of Ukraine», «Centrenergo».
He combines scientific activity with legal practice: he provides representation of interests and dispute resolution, was recognized as the best young lawyer of Ukraine (KRMYU, Ministry of Justice of Ukraine), and was also repeatedly recognized by specialized legal publications («Yurydychny Visnyk Ukrainy») as one of the 5 public lawyers-reformers of the state according to the results of a nationwide survey.
In the period 2013-2014, he served as Deputy Chairman of the "Public Commission for the Investigation and Prevention of Human Rights Violations in Ukraine", which was established to collect evidence of human rights violations during the Revolution of Dignity and consisted of national and international legal experts. The results of the Commission's work were the collection and legal assessment of 2,175 cases of human rights violations, preliminary qualification of violations, and final submission of conclusions to the Prosecutor General's Office of Ukraine to ensure an appropriate investigation.
In the period 2015-2016 - member of the Temporary Special Commission for the Verification of Judges of General Jurisdiction, established on the basis of the Law of Ukraine "On Restoring Trust in the Judiciary in Ukraine" and expert of the European Union Project "Support to Reforms in the Sphere of Justice in Ukraine".
In the field of judicial reform, he is an organizer and participant of over 100 targeted events (round tables, conferences, surveys, research) involving representatives of the legal profession and higher authorities. He manages the “Open Court” project (open-court.org), within which partnerships have been developed with hundreds of courts and thousands of lawyers have been involved in the implementation of individual initiatives aimed at qualitative transformations in justice. The project is being implemented in cooperation with the Supreme Court, lower courts, the Council of Judges of Ukraine, the National Bar Association of Ukraine and other bar associations, national and foreign universities. In particular, in partnership with US universities (Columbia University, Northwestern University), the project conducts empirical research ("field experiments") in national courts, within which the state of justice is measured according to certain criteria.
He is the author of judicial initiatives that have received wide support and relevant results, including: challenging the order of the Government of Ukraine (No. 905-r dated 21.11.2013) on stopping the process of Ukraine's European integration; on banning the activities and disbanding the special purpose police unit "Berkut", as well as more than 10 legal disputes regarding the determination and revision of the subsistence minimum in Ukraine in the period 2014-2024.
In terms of protecting national security: initiated the review of contracts for the supply and transit of gas concluded between NJSC "Naftogaz of Ukraine" and OJSC "Gazprom" and the transfer of the dispute to international arbitration with a final decision in favor of Ukraine; conducted comprehensive legal work to establish the fact and collect evidence of the armed aggression of the Russian Federation on the territory of Ukraine in the period after 2014;initiated the cancellation of 4 court decisions (including the Supreme Court of Ukraine) regarding the recognition of Ukraine's monetary obligations to the Russian Ministry of Defense in the amount of over 3 billion hryvnias, which resulted in the cancellation of the decisions.
In the wake of Russian aggression, he launched the international initiative "Budapest Memorandum Initiative", within the framework of which a series of political and legal measures were implemented to unite efforts to counter Russian aggression against Ukraine, based on international law. With the involvement of participants from the professional community, higher authorities, and representatives of the international community, in order to consolidate efforts to counter the aggressor, he organized and moderated the international conference "Russia's Armed Aggression: Challenges to World Order and Solutions for Ukraine."
