BOGINICH Oleg Leonidovych Candidate of Law (1990), Senior Research Fellow (1996).

Graduated from the Law Faculty of Ivanovo State University (1983), postgraduate studies at the Institute of State and Law of the Academy of Sciences of the Ukrainian SSR (1988).

He has been working at the V. M. Koretsky Institute of State and Law of the NAS of Ukraine since January 1989. During this time, he held positions from junior research associate to senior research associate in the Department of Theory of State and Law of the V. M. Koretsky Institute of State and Law of the NAS of Ukraine.

In May 1990, he defended his dissertation for the degree of Candidate of Legal Sciences on the topic: «Legislative powers of central bodies of state administration of the union republic: structure, limits, ways of improvement».

During his work at the Institute, over 100 scientific works have been published, including the monograph «The System of Legislation of Ukraine: Current Problems and Development Prospects» (1994) (co-authored with S.V. Bobrovnyk), chapters in collective monographs and textbooks, in particular:

The range of scientific developments is wide, in particular, he is engaged in research in the field of theory of state and law. He pays considerable attention to the development of such problematic issues as: the interaction of the state and civil society, the system of natural and positive law, the genesis of law, the rule of law, human and citizen rights, forms of exercising state power in countries with economies in transition, legality, the law of force, etc. In the context of studying the latter issue — the law of force — he established a new sociological regularity — its metaphysical essence.

He is the author of many articles in the «Legal Encyclopedia», «International Police Encyclopedia», «Great Encyclopedic Legal Dictionary».

O. L. Boginich was awarded the academic title: Senior Research Fellow (June 1996, majoring in «Theory and History of State and Law; History of Political and Legal Doctrines; Philosophy of Law»).

He actively participates in the performance of scientific and legal expertise for the Council of Scientific and Legal Expertise at the Institute. He has prepared about 100 expertises in various branches of law (administrative, civil, economic, criminal, labor). The main approach is to apply the ideology of the rule of law in law enforcement.

He is actively involved in training scientific personnel. The range of scientific developments is wide, in particular, he is engaged in researching problems in the field of the theory of state and law, namely: the interaction of the state and civil society, the system of natural and positive law, the genesis of law, the rule of law, human and citizen rights, forms of exercising state power in countries with economies in transition, legality, the law of force, etc. In the context of studying the latter issue — the law of force — he established a new sociological regularity — its metaphysical essence.

He was a member of the Scientific Advisory Council under the Chairman of the Verkhovna Rada of Ukraine, a member of the Scientific Advisory Council under the High Specialized Court of Ukraine for the Consideration of Civil and Criminal Cases in 2011–2021.

Awarded a memorable Graph for conscientious and fruitful work on the occasion of the 50th anniversary of the V.M. Koretsky Institute of State and Law of the NAS of Ukraine (1999); awarded the Honorary Diploma of the Union of Lawyers of Ukraine for active work in the Union of Lawyers of Ukraine and a significant contribution to the development of a legal state, strengthening legality and law and order (2009); in 2014 he was awarded the Yaroslav the Wise Award for the preparation and publication of textbooks for students of legal specialties of higher educational institutions; the Certificate of Honor of the High Qualification Commission of Judges of Ukraine for a significant personal contribution to the development of legal science, training of highly qualified personnel for the judicial system (2015); Certificate of the High Specialized Court of Ukraine for Civil and Criminal Cases for significant personal contribution to the implementation of state legal policy, strengthening of law and order, and development of legal science (2016); Certificate of the V.M. Koretsky Institute of State and Law for the implementation of European legal standards and universal world values, the preservation of the national cultural heritage of Ukraine, and the development of a free and independent state (2019); With gratitude from the Ministry of Justice of Ukraine for high achievements in work, exemplary performance of official duties and on the occasion of the professional holiday — Lawyer's Day (1923).
