FILIPPOV Artem Valeriyovych — Senior Researcher of the Department of International Law and European Union Law, Candidate of Law.

In 2003, he graduated from the Faculty of Law of the Kyiv National University of Culture and Arts (with honors), majoring in «Jurisprudence». 

From February 1, 2004 to January 31, 2007, he studied at the full-time postgraduate course of the National Aviation University. Along with his studies, he did not stop his teaching activities, working part-time, and after completing his postgraduate studies - on the staff, as a senior lecturer at the Department of Constitutional and Administrative Law of the Faculty of Law of the National Aviation University. Since July 2007, in connection with the creation of a new department, he has been a senior lecturer, and since 2011 - an associate professor at the Department of Air, Space and Environmental Law of the National Aviation University.

From September 1, 2011 to September 30, 2024, he worked as an associate professor at the Department of Transport Law, the Department of Justice, and the Department of Economic and Transport Law of the Faculty of Law of the Kyiv State Academy of Water Transport named after Hetman Petro Konashevych-Sagaydachny (after reorganization - State University of Infrastructure and Technologies).

From September 2, 2024 to the present day, he has been working as a Senior Research Fellow in the Department of International Law and European Union Law of the V.M. Koretsky Institute of State and Law of the NAS of Ukraine (part-time). Since October 8, 2024, he has worked as a senior researcher in the research department of the problems of assessing damage caused by military actions and supporting their compensation, the research department of the problems of resource provision in the military sphere, the defense sector and military construction of the Center for Military and Strategic Studies of the National Defense University of Ukraine. From April 1, 2025 to the present day, he has been working as a professor at the Department of Military Law and Law Enforcement Activities of the Institute of Strategic Communications of the National Defense University of Ukraine.

In different years, he taught the following subjects to students: Air Law of Ukraine, International Air Law, Legal Regulation of Flight Safety, Administrative Responsibility in the Field of Transport, Public International Law, Private International Law, Public and private international law, EU law, Problems of EU law and ECHR decisions, Current problems of public international law, International transport law, Transport law of Ukraine, etc. He also taught the following subjects for postgraduate students: Modern transport legal relations, Administrative principles of the development of water transport, Comparative characteristics of transport law.

Currently provides students with strategic training in the academic discipline: «Legal Support for the Activities of the Security and Defense Sector»; operational training in the academic disciplines: «Law of Armed Conflicts»,«Current problems of international public law», «Fundamentals of scientific research on legal support for the activities of troops (forces)»; for associate professors of the third (educational and scientific) level of training: « "Current Problems of Philosophy of Law" with students of the Center for Retraining and Advanced Training, Leadership Courses of the National Defense University of Ukraine.

On February 12, 2010, at the specialized academic council D 27.855.02 of the National University of the State Tax Service of Ukraine, he successfully defended his dissertation on the topic: «Administrative and legal support for civil aviation safety in Ukraine»,having received the scientific degree of Candidate of Law in the specialty of administrative law and process; financial law; information law.

In 2015, he received the academic title of Associate Professor of the Department of Transport Law.

For many years of scientific and pedagogical work, a significant personal contribution to the training of highly qualified specialists, he was repeatedly awarded certificates and thanks from the National Aviation University (2010),  State University of Infrastructure and Technologies (in 2019 and 2024). For his significant contribution to the development and functioning of the National Defense University of Ukraine, diligence, intelligent initiative, and conscientious performance of official duties in the conditions of the armed aggression of the Russian Federation against Ukraine, he was awarded the Diploma of an employee of the Armed Forces of Ukraine (2025).

Main areas of scientific research: international security law, reparations in international law, international air law, air law of Ukraine (legal principles of aviation safety, legal liability), transport law (problems of administrative and criminal liability for offenses in the field of transport safety).

Has more than 90 published scientific papers (of which more than 30 are in scientific professional publications), 1 chapter in a collective monograph, 1 chapter in a scientific note, 55 abstracts of reports, 6 articles in popular science publications, 1 article in a newspaper.  He is the author of educational and methodological materials, including the textbook «Air Law of Ukraine» (2011) with the seal of the Ministry of Education and Science of Ukraine, (co-authored).
