GUROVA Anna Mykhailivna — jurist, candidate of legal sciences, research fellow.
From 2009 to 2014, she studied at the Yaroslav Mudryi National Law University, where she was actively engaged in scientific activities, as a result of which she published 10 scientific articles and prepared about 20 abstracts of reports for presentation at international and all-Ukrainian scientific conferences on a wide variety of topics in most branches of Ukrainian law. For some time she worked at the Main Department of Justice in Vinnytsia region, where she gave lectures, published articles, and provided explanations on legislative issues.
From 2014 to 2017, she worked on a dissertation research under the supervision of Academician of the National Academy of Sciences of Ukraine Malysheva N.R. on the topic: «Legal protection of near-Earth space from debris», which she successfully defended, obtaining the degree of Candidate of Legal Sciences.
During her postgraduate studies at the Department of Agrarian, Land, Environmental and Space Law Problems of the V. M. Koretsky Institute of State and Law of the NAS of Ukraine, she participated in the preparation of a report on the political and legal aspects of the implementation of the European-Ukrainian project on the active removal of space debris (LEOSWEEP),was a co-author of 2 scientific papers on the problems of optimizing the permitting procedure for space activities and legal issues of active space debris removal, completed an internship at the State Space Agency, preparing Ukraine's proposals on issues on the agenda of the Legal Subcommittee of the UN Committee on the Peaceful Uses of Outer Space.
He actively participates in the activities of the Council of Young Scientists of the Department of History, Philosophy and Law of the NAS of Ukraine, carries out work on the development of creative abilities within the framework of grant support, is the winner of the scientific essay competition on environmental topics, organized by the All-Ukrainian Ecological League.
In 2018, she completed an internship at the Centre de Recherches Interdisciplinary en Droit de l’Environnement, de l’Aménagement et de l’Urbanisme (CRIDEAU) (Limoges, France), during which she:
1) became familiar with French legislation within the framework of lecture courses devoted to environmental law, cultural heritage, territorial planning, and economic mechanisms for environmental protection;
2) translated from French into Ukrainian the International Covenant on the Law of the Environment and the Convention relating to the Status of Environmental Displaced Persons, prepared by the International Center for Comparative Environmental Law (Le Centre International de Droit Comparé de l’Environnement (CIDCE)), which, pursuant to UNGA Resolution 53/144, has special consultative status with the UN Economic and Social Council;
3) gave a lecture in French on the topic "Legal mechanisms for protecting near-Earth space from space debris under the legislation of Ukraine and France" (Protection of extra-atmospheric space debris within the framework of environmental law) etc.
The scope of scientific interests includes the protection of near-Earth space from environmental risks, legal regulation of the extraction of space resources, legal support for the prevention of armed conflicts in space, etc.
He is the author of over 100 scientific papers devoted to legal issues of space environment protection, space security, including cybersecurity, the legal status of humans in space, public-private partnerships in the space economy, gamification of space governance, etc. Participated in the editorial preparation of the 3-volume edition «Encyclopedia of International Law», for which she prepared several articles. She is the author of chapters in the monographic editions: «Safety of Space Activities: Legal Principles», «Decentralization of Power in Ukraine and the Development of Environmental and Natural Resource Legal Relations», «Land and Agrarian Law of Ukraine in the Conditions of Digitalization of the Economy: Development Trends», «Legal Issues of Digitalization, Robotization and Cybersecurity in the Light of EU Law».
Constantly tests his scientific positions at international and national scientific forums, conferences, round tables.
Member of the Council of Young Scientists of the Institute (2017-2022).
He is a member of the editorial boards of the scientific publications «Advanced Space Law», «Ad Astra», as well as international professional organizations: International Institute of Space Law, Association «Lunar Settlement», Association of Sustainable Space ARIAS.
Winner of the Yaroslav the Wise Prize in the nomination «For outstanding achievements in scientific research on legal problems» for a series of scientific works on space law (2020, together with N.R. Malysheva).
