Implementation of the European Union project in 2025 by the V. M. Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine
In 2025, for the second year in a row, in the V. M. Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine, as part of the European Union project «EU Law Postgraduate Studies (EULPS)» under grant agreement 101126964 — EULPS–ERASMUS-JMO-2023-HEI-TCH-RSCH, leading researcher at the Department of International Law and European Union Law of the V. M. Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine, Doctor of Law, Professor Liudmyla Falalieieva, and senior research fellow at the Department of International Law and European Union Law of the V. M. Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine, PhD in Law Bohdan Strilets held lectures and practical classes on the specialised course «European Union Law: Modern Problems of Theory and Practice» for postgraduate students of the V. M. Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine.
The Jean Monnet Module aims to:
promote excellence in teaching and research on EU law;
stimulate discourse on European integration and the study of the EU and its Member States’ experience in various areas of European integration among researchers of different generations;
strengthen dialogue between the academic community and society by disseminating knowledge about the integration association and its current priorities;
support the development of academic programmes aimed at deepening postgraduate students' knowledge of EU law, raising their awareness of existing opportunities, current issues and trends in the development of the integration legal order; generate knowledge about the role of the EU in Europe and the international community;
contribute to the implementation of Ukraine’s chosen strategic course of European integration; develop practical skills in applying the acquired knowledge in scientific research on European integration processes developing in the internal and external dimensions of the EU's activities.
The specialised course «European Union Law: Modern Problems of Theory and Practice» covers such topics as: the conceptual dimension of the theory, approaches and practice of European integration in evolutionary development; sources of EU law and the peculiarities of their application in the internal legal systems of member states; EU values and principles of EU law; supranationality of the EU; peculiarities of the institutional and legal mechanism of the EU; functions and powers of EU institutions; legal basis for the functioning of the EU internal market; practice of extraterritorial application of EU law; legal regulation of the free movement of persons, goods, services and capital; peculiarities of the jurisdiction of the Court of Justice of the EU; practice of protecting fundamental rights in the EU; the evolution of the legal regulation of Ukraine-EU relations and the practice of fulfilling commitments; the implementation of current EU law in the domestic legal order of Ukraine; the exercise of EU candidate status in a state of martial law. The total duration of this course is 60 hours (2 ECTS credits), of which the project covers 54 hours (1.8 ECTS credits).
The course was taught over two semesters: from 1 March to 30 April 2025 (first semester) and from 1 May to 30 June 2025 (second semester). The educational course was attended by 46 postgraduate students studying in the following specialities: 081 «Law», 281 «Public Management and Administration», and 052 «Political Science». At the end of each of these semesters, postgraduate students of the above specialities took an exam in the course «European Union Law: Modern Problems of Theory and Practice». On 3 July 2025, certificates were awarded to postgraduate students who successfully completed the educational course as part of the EU project «EU Law Postgraduate Studies (EULPS)».
On 4–6 November 2024, as part of the EU project «EU Law Postgraduate Studies (EULPS)»: under grant agreement 101126964 — EULPS–ERASMUS-JMO-2023-HEI-TCH-RSCH, the V. M. Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine hosted an international scientific and practical conference on the topic: «Integration of Ukraine into the European Union: Challenges under martial law conditions. In memory of Professor P. P. Zavorotko and Professor V. N. Denysov».
The conference was attended by Ukrainian and foreign scientists, politicians, diplomats, practising lawyers, postgraduate students and all interested parties. Based on the results of the discussions, a collection of materials from the international scientific and practical conference is being prepared for publication.
The project team directly participated in international and all-Ukrainian scientific and practical conferences, prepared and published abstracts of reports on them, devoted to topical issues of EU law, as well as European integration of Ukraine under the legal regime of martial law. On 22–23 May 2025, they participated in the 18th international scientific conference «Juridical Days in Olomouc» https://www.pf.upol.cz/en/opd/ at Palacký University Olomouc (Czech Republic), dedicated to the practice of implementing the rule of law in the context of European Union law and policy.
During the second year of the project (1 November 2024 — 31 October 2025), the project team prepared and submitted for publication scientific articles, in particular in: «European Studies — the Review of European Law, Economics and Politics», 2025, Vol. 13, No. 1 (Wolters Kluwer) indexed in the Scopus scientometric database; the publication in «International and Comparative Law Review», 2025, Vol. 25, No. 7, indexed in the Scopus scientometric database; the annual collection of scientific works of the V. M. Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine «Rule of Law» («Pravova Derzhava»); «Bulletin of Taras Shevchenko National University of Kyiv. International Relations»; as well as sections in domestic collective monographs on topical issues of EU law, such as: conceptual constitutional lawmaking in the context of trends in the development of international law and the practice of European integration; Europeanisation of constitutions: the experience of European Union member states in the context of Ukraine’s candidate status; improvement of domestic legislation in the context of Ukraine's integration into the European Union’s internal market.
As part of the EU project, international cooperation has been established: the Memorandum of Cooperation between the V. M. Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine and the Faculty of Law at Palacký University Olomouc (Czech Republic), signed on 23 May 2024, is being successfully implemented; on 23 May 2025, Professor Liudmyla Falalieieva became a member of the Czech Association of European Studies.
The Department of International Law and European Union Law, in compliance with the principles of inclusion and individualisation, gender equality and academic integrity, is actively conducting research on the essential features of EU law, the latest trends in its development, and the specifics of the implementation of EU standards in the domestic legal systems of third countries, in particular countries that are candidates for EU membership, primarily Ukraine.
