Interdepartmental scientific and practical conference "Transformation of military law of Ukraine in the face of modern challenges and threats"
On June 9, 2026, the V. M. Koretsky Institute of State and Law of the NAS of Ukraine hosted the Interdepartmental Scientific and Practical Conference "Transformation of Military Law of Ukraine in the Face of Modern Challenges and Threats."
The organizers of the All-Ukrainian conference were: the National Academy of Sciences of Ukraine, the V. M. Koretsky Institute of State and Law, the State Scientific Institution "Institute of Information, Security and Law of the National Academy of Legal Sciences of Ukraine," the Institute of the State Security Directorate of Ukraine of the Taras Shevchenko National University of Kyiv.
The conference brought together a wide range of specialists to discuss military law in the legal system of Ukraine, problems of systematization of legislation in the field of defense and ways to solve them, and problems of developing and adopting the Code of Laws on the Status of Defenders of Ukraine.
At the center of the discussion — theory of military law and strategy for systematizing legislation in the field of defense; public administration in the field of defense and the system of military management; military delinquency and disciplinary practice; formation and institutional development of military justice; social and legal protection of military personnel, members of their families and veterans' policy; priorities for the development of military education and legal science; legal aspects of military chaplaincy service.
The conference participants were welcomed by Oleksandr Skrypnyuk, Director of the V. M. Koretsky Institute of State and Law of the NAS of Ukraine, Vice-President of the National Academy of Legal Sciences of Ukraine, Academician of the National Academy of Legal Sciences of Ukraine, Doctor of Law, Professor, Honored Lawyer of Ukraine; Oleksandr Bandurka, First Vice-President of the National Academy of Legal Sciences of Ukraine, Doctor of Law, Professor, Academician of the National Academy of Legal Sciences of Ukraine; Volodymyr Pylypchuk, Director of the State National University “Institute of Information, Security and Law of the National Academy of Legal Sciences of Ukraine”, Academician of the National Academy of Legal Sciences of Ukraine, Doctor of Law, Professor; and others. In his speech, Vice-President of the National Academy of Legal Sciences of Ukraine, Academician of the National Academy of Legal Sciences of Ukraine Oleksandr Skrypnyuk emphasized that military law in the current conditions of war requires modernization, taking into account the requirements of legal support for defense, and its effect objectifies changes to military legislation. He emphasized that the V. M. Koretsky Institute of State and Law of the NAS of Ukraine continues to fulfill its intellectual mission - ensuring the fundamental scientific basis of the state-building process in difficult conditions of war and implementing reforms in accordance with the requirements of the time. «The program of today's event, with its panoramic view and significance of the problems of discussion, and these are nine thematic blocks, are of topical importance for the further development of military law, military legislation, and military education», — summed up Olexandr Skrypnyuk.
Panel discussions were held during the conference. The first panel «Military Law in the Legal Mechanism of Ensuring Ukraine's Defense in Modern Conditions», moderated by Pavlo Bogutsky, Head of the Scientific Laboratory of Military Law and International Humanitarian Law of the DNU «Institute of Information, Security and Law of the National Academy of Sciences of Ukraine», Doctor of Law, featured the following speakers: Nataliya Onishchenko, Deputy Director of the V. M. Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine, Academician of the National Academy of Sciences of Ukraine, Doctor of Law; Vladimir Pashinsky, Professor of the Department of Administrative Law and Process of the Educational and Scientific Institute of Law of the Taras Shevchenko National University of Kyiv, Doctor of Law, Associate Professor; Roman Aliyev, Associate Professor of the Department of Operational Law of the National University of Defense of Ukraine, Candidate of Law, Colonel; Timur Korotkyi, leading researcher of the State Scientific Institution «Institute of Information, Security and Law of the National Academy of Sciences of Ukraine» candidate of legal sciences, associate professor.
The second panel «Praxeology of Military Law, Institutional Problems of Formation of the Military Justice System of Ukraine», moderated by Dmytro Bezzubov, leading researcher of the V. M. Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine, Doctor of Law, Professor, featured the following speakers: Nikola Karpenko, chief researcher of the Scientific Center for National Security and Law of the DNU «Institute of Information, Security and Law of the National Academy of Sciences of Ukraine», Doctor of Law, associate professor; Yuriy Bobrov, leading researcher of the scientific center of national security and law of the DNU "Institute of Information, Security and Law of the National Academy of Sciences of Ukraine", candidate of legal sciences, associate professor; Andriy Aparov, chief specialist of the department of interaction with religious organizations of the Military Chaplaincy Service of the Armed Forces of Ukraine, doctor of legal sciences, professor.
Summing up the conference, Olexandr Skrypnyuk emphasized that today's event has become a unique scientific platform for constructive discussion and discussion by the military and civilians of the most urgent problem of today - in the conditions of the ongoing Russian-Ukrainian war - the development of military law - a complex branch of national law of national security, systemic reform of the security and defense sector of Ukraine. The current topic - this is not just a theoretical discourse. This is a question of the survival and preservation of our state, achieving Victory over the enemy.
