KOSTETSKA Tetyana Anatoliivna — Senior Researcher of the Department of Constitutional and Municipal Law, Candidate of Law. Specialist in the field of constitutional and information law.
At the V. M. Koretsky Institute of State and Law of the NAS of Ukraine since August 1977.
After completing her postgraduate studies at the Institute in 1990, she defended her thesis for the degree of Candidate of Legal Sciences. Since August 1996, she has been a senior researcher at the Department of Constitutional Law and Local Self-Government. From July to December 2000, she temporarily served as the Institute's scientific secretary. In 2001, the Higher Attestation Commission of Ukraine awarded him the academic title of senior research fellow in the specialty «constitutional law».
Areas of scientific activity: research into theoretical and applied problems of information and digital relations, development of the information society, implementation of e-democracy tools in the context of digitalization, development of e-parliamentarism in Ukraine; information and communication aspects of decentralization of public power, functioning of local self-government, individual institutions of civil society (media); as well as the constitutional and legal foundations of human and citizen information rights, improving the mechanism of their implementation etc. In the context of the needs to update the doctrine of modern constitutionalism, the current scientific interest is directed at studying the concept of digital (electronic) constitutionalism.
He is the author of 265 scientific and scientific-methodical works (as of 2024). Co-author of monographic studies (15). Textbooks and textbooks on constitutional law have been published with her participation.
He is the author of about 75 articles-terms for the six-volume Legal Encyclopedia; (1998-2001), the Great; Encyclopedic Legal Dictionary; (2007, 2012), the Encyclopedia of Modern Ukraine [Electronic resource]; (2011), the Small Encyclopedia of Constitutional Law; (2012), and individual volumes of the Anthology of Ukrainian Legal Thought (2003).Co-author of the Great Ukrainian Legal Encyclopedia in 20 volumes (volume 4. Constitutional Law. 2024). Participated in compiling a 6-volume collection of legislative acts of information legislation of Ukraine, the CIS and Baltic countries, European and Asian countries; international legal acts in the information sphere (2006): scientific and practical comments on current legislation.As part of the working groups of committees of the Verkhovna Rada, the Cabinet of Ministers, the State Committee for Information of Ukraine and other departments, she has repeatedly been involved in the development of draft laws and other regulatory and legal documents. Among them is the first edition of the landmark Law of Ukraine «On Information» (1992).
Prepared numerous scientific expert opinions, proposals to current regulatory legal acts and draft laws regarding the doctrinal interpretation and application of legislation.
In 2001 — one of the founders of the public organization «Arbitration Information Court». In 2008— 2015 — member of the scientific advisory board of the National Expert Commission of Ukraine on the Protection of Public Morality. In 2015 - member of the editorial board of the public and political publication «Right of Choice» of the All-Ukrainian public organization «Foundation for Promoting Democratic Elections».
For nearly 30 years, she has taught courses on «Constitutional Law of Ukraine», «Constitutional Law of Foreign Countries», «Constitutional Comparative Law», and «Information Law» at the capital's universities and their regional branches (KNTU, KUP NAS of Ukraine, IAPM, Kyiv University of Market Relations, Open University «Ukraine», Institute of Bankers of the Bank «Ukraine», etc.). Has the academic title of Associate Professor (1998). Awarded the Badge «Excellent Education Worker of Ukraine» (2004).
