The staff of the institute
KUBKO Yevgen Borisovich — Chief Researcher of the Department of Theory of State and Law, Doctor of Law, Professor, Corresponding Member of the National Academy of Sciences of Ukraine, Professor.
He has been working at the V. M. Koretsky Institute of State and Law of the NAS of Ukraine since August 1977. During this time, he held positions from a research intern to a chief researcher of the Department of Theory of State and Law of the Institute.
In 1980, he defended his dissertation for the degree of Candidate of Law on the topic: «Management of a Production Construction and Installation Association (Organizational and Legal Aspect)», in 1989 - his dissertation for the degree of Doctor of Law on the topic: «Program-targeted organization of public administration in the USSR (problems of theory and practice)».
Awarded the title: Corresponding Member of the National Academy of Sciences of Ukraine (1993); Professor (2007); Honored Worker of Science and Technology of Ukraine (2009).
During his scientific activity, he prepared over 80 scientific works, including 2 individual monographs, 1 co-authored monograph and chapters in collective monographs and textbooks, in particular:
- "The main link of management of capital construction" (1981);
- "Programme-target organization of the state government: essence, legal foundations, economic practice" (1988);
- «Introduction to the Theory of State-Legal Organization of Social Systems» (1997);
- «Problems of Realization of Human and Citizen Rights and Freedoms in Ukraine» (2007);
- «The Rule of Law as a Principle of the Legal System: Problems of Theory» (2008);
- «The Action of Law: Integrative Aspect» (2010),
- «Legal Doctrine and Statehood: Vector of Interrelation» (2022), etc.
He participated in the preparation of the textbook "Administrative Law of Ukraine. Academic Course" in 2 volumes.
He is a member of the Council of Founders of the methodological seminar "Legal Science and Society (Problems of Theory and Practice)" at the V.M. Koretsky Institute of State and Law of the NAS of Ukraine.
Awarded the Yaroslav the Wise Award for outstanding achievements in scientific research on legal issues (2007).
Carries out active work on training scientific personnel.
