KULYNYCH Pavlo Fedotovich —  head of the Department of Problems of Agrarian, Land, Environmental and Space Law, Doctor of Law (2012), Professor (2014), Corresponding Member of the National Academy of Sciences of Ukraine (2017), Honored Worker of Science and Technology of Ukraine (2019). 

In 1980, he graduated with honors from the Faculty of Law of Kyiv State University named after T.G. Shevchenko (now — Kyiv National University named after Taras Shevchenko). Since then, he has been working at the Institute of State and Law named after V.M. Koretsky National Academy of Sciences of Ukraine (Kyiv) in positions: research intern (1980–1982), junior researcher (1982–1986), researcher (1986–1988), senior researcher (1988–2012), leading researcher (2012–2013), head of the Department of Problems of Agrarian and Land Law (2013–2016), leading researcher, head of the Sector of Problems of Agrarian and Land Law of land rights on public grounds (until 2023), from 2023 until now — Head of the Department of Problems of Agrarian, Land, Environmental and Space Law.

 In 1985, he defended his dissertation for the degree of candidate of legal sciences on the topic: «Pravovoe objekcije rationalnogo oslojannogo meliorirovanh zelem (based on materials of the Ukrainian SSR)». In 1989, he was awarded the academic title of senior research associate. In 2012, he defended his thesis for the degree of Doctor of Legal Sciences on the topic: «Legal issues of protection and use of agricultural land in Ukraine».

Directions of scientific activity — problems of theory and practice of land, agrarian and environmental law. Considerable attention is paid to the analysis of legal problems of agrarian and land reforms, current trends in the development of land legislation in the light of Ukraine's accession to the EU, problematic issues of the digital transformation of land and agrarian legislation, the development of land and agrarian law in the conditions of modern existential challenges (Russia's aggression against Ukraine, climate change, etc.), as well as the protection of human rights and freedoms in the field of use and protection of land and other natural resources.

Took an active part in the preparation of the Land Code of Ukraine. The alternative draft of the Code prepared by him was taken by the Working Group of the Verkhovna Rada of Ukraine as a basis for the preparation of its final version, which was adopted by the Parliament of Ukraine on October 25, 2001.

In addition, he personally developed draft laws of Ukraine «On farming», «On the procedure for allocating land plots in kind (in the area) to owners of land shares (shares)» and «On the protection of the constitutional rights of citizens to land», which were adopted by the Verkhovna Rada of Ukraine in 2003-2005. Finally, he participated in the preparation of draft laws of Ukraine «On personal peasant farming», «On state registration of real property rights and their limitations», «About land protection», «About the demarcation of state and communal land», «About the state land cadastre», «About the land market», «About the circulation of agricultural land», etc.

As an expert on land law issues of the Council for Scientific and Legal Expertise at the V.M. Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine, he prepares scientific and legal conclusions on complex issues of the application of land and agrarian legislation of Ukraine for state authorities, local self-government bodies, legal entities and citizens.

Published more than 600 publications on current problems of land, agrarian and environmental law. Participated in more than 30 scientific conferences and round tables. In 2007–2010 was a member of the Scientific Advisory Council at the Supreme Court of Ukraine. In 2013, he was a member of the Scientific and Technical Council at the State Land Resources Agency of Ukraine.

He is a member of the specialized academic council for the defense of doctoral theses D 26.236.02 at the Institute of State and Law of the National Academy of Sciences of Ukraine. Under his scientific guidance, 11 candidate theses on land and agrarian law were defended.

Awarded Honorary Certificate of the Verkhovna Rada of Ukraine (2009); Certificate of Honor of the Cabinet of Ministers of Ukraine (2013). He also has academic scientific awards. Laureate Award named after Yaroslav the Wise of the National Academy of Legal Sciences of Ukraine (2003 and 2009). Laureate of the Prize of the National Academy of Sciences of Ukraine named after M. P. Vasylenko for the cycle of scientific works «Theoretical problems of agrarian and land reforms and the legislative process in Ukraine» (2006).
