KUYAN Iryna Anatoliivna — leading researcher of the Department of Constitutional and Municipal Law, Doctor of Law, senior researcher.
In 1997, she graduated from the Faculty of Law of Taras Shevchenko University of Kyiv and obtained the qualification of «Lawyer» in the specialty «Jurisprudence».
In 2002, she defended her dissertation for the degree of Candidate of Law on the topic: «Administrative Liability for Environmental Offenses» in the specialty 12.00.07 — management theory; administrative law and process; financial law.
In 2014, she defended her dissertation for the degree of Doctor of Law on the topic: «Problems of the Essence and Correlation of State, People's and National Sovereignty (Constitutional and Legal Aspect)» in the specialty 12.00.02 — constitutional law; municipal law.
The academic title of senior research fellow was awarded in 2015 in the specialty of constitutional law.She began her professional career in the field of law after graduating from the Faculty of Law of Taras Shevchenko University of Kyiv in 1997 as a research intern at the V. M. Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine (1997—1999). She worked at the V.M. Koretsky Institute of State and Law with interruptions: as a junior research fellow (1999—2003), senior research fellow (2010—2015). Since May 2025, she has been a leading researcher at the Department of Constitutional Law and Local Self-Government. In 1992—1993, she worked as an inspector-administrator of the general department of the NSDC apparatus under the President of Ukraine. In 2003—2005, she Chief Legal Counsel, Leading Legal Counsel, Deputy Head of the Department of Legal Regulation of Banking Activities of the Legal Department of OJSC KB «Khreshchatyk». In 2005—2011 — Associate Professor of the Department of Theory of State and Law, Associate Professor of the Department of Constitutional, Administrative and Financial Law, Professor of the Department of Constitutional, Administrative and Financial Law of the National Academy of the Prosecutor's Office of Ukraine. Since 2015, she has worked at the Institute of Legislation of the Verkhovna Rada of Ukraine as a chief consultant and head of the expert works sector. Since 2022, after the reorganization of the Institute of Legislation of the Verkhovna Rada of Ukraine and its renaming into the Research Service of the Verkhovna Rada of Ukraine — Head of the sector of state power organization and local self-government of the department for legal policy, public power organization. Since May 2025, she has been appointed as a leading researcher at the Department of Constitutional Law and Local Self-Government (now the Department of Constitutional and Municipal Law) of the V. M. Koretsky Institute of State and Law of the NAS of Ukraine.

Main areas of scientific activity — state formation, legal support of state, people's and national sovereignty, democracy, democracy, parliamentarism, electoral and referendum law, municipal law.
By the Order of the Chairman of the Verkhovna Rada of Ukraine dated January 13, 2020 No. 2, she was included in the Working Group for the Development of Draft Laws on Democracy. As part of the working groups of the VRU committees, she has repeatedly been involved in the development of draft laws, including, about the all-Ukrainian referendum, about local referendums, about the parliamentary opposition, about the capital of Ukraine — the city of Kyiv.
Prepared numerous expert footnotes for draft laws, proposals for draft laws, participated in the preparation of scientific concepts for the development of legislation in various fields, analytical notes on comparative legislation, etc.
She has prepared 1 Doctor of Law, 5 Candidates of Law, 1 Doctor of Philosophy in Law. She is a member of the editorial board of the professional legal journal «Law of Ukraine».
Awarded the Grade of the Verkhovna Rada of Ukraine (2020).
