KYSIL Liudmyla Yevhenivna — specialist in the field of administrative law. Candidate of Laws (1995), senior researcher (2015), associate professor (2015).
Graduated from the Law Faculty of Taras Shevchenko Kyiv State University (1990, diploma with honors), postgraduate study at the Institute of State and Law of the National Academy of Sciences of Ukraine (1994).
Since November 1994, she has worked at the V. M. Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine as a junior researcher, researcher, and senior researcher. At the same time, she worked part-time as an associate professor at the Kyiv Institute of Law of the National Academy of Sciences of Ukraine, NTU "Igor Sikorsky Kyiv Polytechnic Institute", Borys Grinchenko Kyiv Metropolitan University.
He is a member of the examination committees for admission to postgraduate studies, and teaches a course of lectures for postgraduate students entitled "Problems of Administrative Law and Public Administration". Prepared and defended 5 candidates of legal sciences and 1 doctor of philosophy in the field of law. Repeatedly acted as an opponent in the defense of theses for the degree of candidate of legal sciences, a reviewer of theses for the degree of doctor of philosophy.
The sphere of scientific interests includes problems of administrative legal personality of individuals and legal entities, civil service, citizens' appeals, general administrative procedure, organization and activities of executive bodies, administrative responsibility, administrative process, etc.

He is also a co-author of the Scientific and Practical Comments to the Draft Law of Ukraine «On Administrative Procedure» and the Law of Ukraine «On Administrative Procedure». Member of the Working Group under the Cabinet of Ministers of Ukraine for the Preparation of Draft Laws «On Appeals» and «On Administrative Procedure», Working Group under the Cabinet of Ministers of Ukraine on Bringing Special Legislation into Compliance with the Law of Ukraine «On Administrative Procedure».
A certified trainer on general administrative procedure, actively involved in the implementation of the Law of Ukraine «On Administrative Procedure» by conducting trainings for public servants.
Scientific achievements, active public and pedagogical activities have been recognized with numerous Honorary Certificates from the V.M.
