SURZHYNSKY Maksym Igorovych —  Junior Researcher of the Department of International Law and Law of the European Union, Candidate of Law.

In 2004, he graduated from the Kyiv National Economic University (first higher education), in 2007 - postgraduate studies at the V. Koretsky Institute of State and Law of the NAS of Ukraine, and in 2012 - the National Academy of Management (second higher education).

As Head of the Capital Markets Legal, International and Complex Transactions Departments of Alfa Group (2008-2009) and VAB Bank (2002-2008), he actively participated in the implementation of projects totaling more than 700 million USD, in particular, he accompanied one of the first banking IPOs in Ukraine. He was a member of the working group at the Secretariat of the President of Ukraine (2008-2009) on the preparation of amendments to legislative acts on issues of multiple citizenship.

Developer of the Kyiv Declaration (2013) in the interests of the UN, the Cabinet of Ministers of Ukraine and PRI (an international non-governmental organization with consultative status with the UN, founded in 1959) with recommendations for politicians and legislators, governments and local authorities, the media and international organizations (including the UN, WHO) on improving the safety of transport infrastructure in the world. Participant in a number of projects (2015-2016) to establish cooperation between Ukraine and the V4 countries of the “Visegrad Four” in the fields of international relations, energy and entrepreneurship.

Participant of the program "Leadership Academy for Development" (LAD-2017), implemented in Ukraine jointly by the Center for Democracy, Development and the Rule of Law of Stanford University (USA), the Center for International Private Enterprise (CIRE, USA) and the School of Governance of the Ukrainian Catholic University (Ukraine, Lviv) with the support of NED (Endowment for Democracy, USA).

From 2007 to April 2017 - Junior Research Fellow, Department of Constitutional Law and Local Self-Government, V. Koretsky Institute of State and Law, NAS of Ukraine, and since May 2017 - Research Fellow at the Department of International Law and Comparative Law of the Institute. Candidate of Law (2007), Research Fellow (2007).

Has over 70 scientific publications, author of three monographs, reviewer of 10 individual monographs (9 in the US publishing house). Organizer of a number of international conferences and round tables.

Scientific interests: Institute of citizenship, legitimacy, civil society, democratic traditions of the US and the EU.
