In 1974 she graduated with honors from the Faculty of Law of the Taras Shevchenko Kyiv State University (now Taras Shevchenko Kyiv National University). All further scientific activities are associated with the V.M. Koretsky Institute of State and Law of the NAS of Ukraine: research intern, junior researcher, senior researcher, doctoral student, leading researcher. Since 2011 — Head of the Department (initially space and environmental law, since 2016 — problems of agrarian, land, environmental and space law). At the same time, Deputy Director of the International Center for Space Law at the same Institute. In 1993, she completed a course in EU environmental law and policy, receiving a corresponding certificate from the Catholic University of Louvain-la-Neuve (Belgium).
In 1979, she defended her candidate's thesis on the topic: «Environmental protection from noise impact (legal and organizational issues)», and in 1996, she defended her doctoral thesis on the topic: «Harmonization of environmental legislation in Europe».
Areas of scientific activity — international and national environmental law, international and national space law, European law.
Participated in the development of draft laws of Ukraine «On Environmental Protection», «On Air Protection», «On the Nature Reserve Fund of Ukraine», «On Waste», «On Hunting and Game Management», «On Drinking Water and Drinking Water Supply», «On Environmental Audit», the Water Code of Ukraine, etc.
As a legal expert, she actively participates in international lawmaking. In particular, in 1994, while on a research internship in France, she was involved in the development of a draft Agreement on Partnership and Cooperation between Ukraine and the European Communities and their Member States. In 2016—2017, as part of an international Working Group, she worked on developing a Declaration on Ethical Principles Related to Climate Change. She is a UN expert on space law education, a UNESCO expert on climate issues. She was involved in developing concepts and strategies for the implementation of the Convention on Biological Diversity, the Framework Convention on Climate Change and some other international legal documents in Ukraine.

A number of scientific works on international and comparative space law have been published as part of international creative teams and published in leading foreign publications. This includes, in particular, the collective monograph «National Regulation of Space Activities». — Springer Science+Business Media B.V. — 2010 (in English), which received the first prize of the International Academy of Astronautics in 2011; «Cologne Commentary on Space Law (in three volumes). Volume II «The 1975 Convention on Registration of Objects Launched into Outer Space (REG)» — Cologne. — 2013 (in English), «Analysis and Piloting of Public Policy», 2010 (co-authored with scientists from France, Belgium and Switzerland). She has repeatedly represented Ukraine in international organizations, in particular, the UN system: in 1989, in the UN Committee on Civil Liability for Nuclear Damage; since 2000 — in the UN Committee on the Peaceful Uses of Outer Space and its Legal Subcommittee.
She participated in numerous international, in particular — European, projects on environmental and space issues. From 2013 to 2016, she headed the direction «Legal and Political Aspects of Active Space Debris Removal» in the European-Ukrainian project LEOSWEEP «Strengthening safety in low-Earth orbit with an extended electrical installation», which was successfully completed and accepted by the European Commission.
She has repeatedly been to universities in Western Europe (France, Belgium, Switzerland) as a visiting professor, where she gave lectures on comparative law. Honorary Professor of Law at the University of Poitiers (France). He is a member of numerous international and national public organizations and professional associations of an environmental and space profile. Head of the section on legal foundations of nature use of the All-Ukrainian Society for Nature Conservation, member of the Board of this organization.
She was a scientific consultant on the successfully defended doctoral theses of A.M. Miroshnychenko (2010), V.M. Komarnytsky (2012), P.O. Gvozdyk (2013), N.V. Barbashova (2013), N.R. Kobetskaya (2016), as well as a scientific supervisor for about 25 candidate theses in environmental and international law.
Awarded with the Order of Merit of the 3rd degree (2019), Diploma of Honor of the Verkhovna Rada of Ukraine (2009), CMU diplomas, diplomas of honor of the Presidium of the NAS of Ukraine, the National Space Agency of Ukraine (2002, 2012), Gratitudes of the Head of the Kyiv City State Administration, etc.
Among scientific awards and distinctions: Medal of the Academy of Sciences of Ukraine with a prize for young scientists (1982); D.Z. Manuilsky Prize of the Academy of Sciences of Ukraine (1991), Prize of the Union of Lawyers of Ukraine (2002), Prize of the International Academy of Astronautics for the best scientific work in the field of space activities (2011), Prize of St. Volodymyr (2016), Prize named after Yaroslav the Wise (2020).
