ISAIEV Natalia Karlivna — Senior Researcher of the Department of Public Administration and Administrative Law, Candidate of Law, Associate Professor.
3 From 1974 to 1980 she studied at the Faculty of Law of the Kyiv State University named after T. G. Shevchenko. After graduating, from 1980 to 1989 she worked as a legal advisor and instructor in the Executive Committee of the Kyiv Regional Council.
In 1993, she defended her dissertation for the degree of Candidate of Law on the topic: «Problems of Legal Regulation of Financial Activities of Local Councils of People's Deputies».
Since 1989, he has been working at the V. M. Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine - first as a junior researcher, and later - as a researcher and senior researcher.
Science interests: financial, administrative and constitutional law.
A number of her scientific researches are devoted to current problems of the financial activities of the state, budget, tax and banking law, the competence of state administration bodies in the financial sphere, and the peculiarities of legal regulation of the financial activities of local governments. The scientific community, practicing lawyers, and students know her as a highly qualified and creative scientist.
Over 120 scientific papers have been published, including chapters in twelve textbooks and manuals for higher education institutions and two for secondary schools.
Under her scientific supervision, 4 dissertations were prepared and successfully defended for the degrees of Candidate of Legal Sciences and Doctor of Philosophy.
She has significant pedagogical experience and successfully combines scientific work with teaching activities in higher educational institutions of Ukraine. For many years she has been teaching the subjects of financial, tax, banking, administrative and constitutional law. In 1996 she was awarded the academic title of associate professor.
Takes an active part in legislative work, in particular in the preparation of proposals for the draft Constitution of Ukraine, the Budget Code of Ukraine, the Tax Code of Ukraine, and other important draft laws. She was also a member of working groups on the preparation of draft laws on local self-government, local state administrations, the Law "On the Capital of Ukraine - Hero City Kyiv", and the Statute of the Territorial Community of Kyiv.
In total, she participated in conducting more than 40 expert reviews of draft laws and other regulatory legal acts.
For more than 25 years, she has headed the primary trade union organization of the V. M. Koretsky Institute of State and Law of the NAS of Ukraine.
For her significant contribution to the development of legal science in the field of financial law and local self-government, she was awarded the Honorary Diploma of the Verkhovna Rada of Ukraine, the Honorary Diploma of the National Academy of Sciences of Ukraine, the Gratitude of the Kyiv Mayor, the Diplomas of the Cabinet of Ministers of Ukraine, the Ministry of Finance of Ukraine, the Constitutional Court of Ukraine and the Rivne Regional State Administration.
