OMELCHENKO Nataliya Leonidivna — Senior Researcher of the Department of Constitutional and Municipal Law, Candidate of Law, Associate Professor.

In 1999, she graduated from the Faculty of Law of Taras Shevchenko National University of Kyiv (majoring in law), and completed postgraduate studies at the V. M. Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine (2008).

Since 2008, she has been working at the V. M. Koretsky Institute of State and Law of the NAS of Ukraine. During this time, she held positions from junior research associate to senior research associate of the Department of Constitutional Law and Local Self-Government (now — Department of Constitutional and Municipal Law) of the V. M. Koretsky Institute of State and Law of the NAS of Ukraine.

In 2011, she defended her candidate's thesis in the specialty 12.00.02 «Constitutional law; municipal law» on the topic: «Constitutional and legal foundations of the legislative function of the Verkhovna Rada of Ukraine».

In 2014, he was awarded the academic title of Associate Professor at the Department of Constitutional, Administrative and Financial Law.

Areas of scientific activity: constitutional law, parliamentary law. In the center of scientific interests: problems of human rights, modern parliamentarism, functioning of public power, constitutional doctrine.

He is the author of over 100 scientific, educational and methodological works in foreign and domestic publications, including: chapters in collective monographs: «Legal foundations of the development of modern political systems: experience and prospects» (2013); «Theoretical Problems of the Development of Constitutional Legislation of Ukraine at the Present Stage» (2014); «Modern Unitarianism: Doctrine and Practice» (2021); «Civil Society in Ukraine: Current State, Challenges, Modernization Strategy:In 3 volumes, Vol. 3: Civil society and the state: legal problems of interaction in the context of modernization and European integration of Ukraine» (2021); «Constitutional and legal problems of local self-government and decentralization of public power in Ukraine» (2021); «Constitutional, legal and theoretical principles of modernization of Ukrainian parliamentarism in the context of the implementation of the European choice» (2025) and others.

Co-author of National Reports of the National Academy of Sciences of Ukraine, in particular: «Ukraine: The Path to Public Communication» (2017), «Euro-Atlantic Vector of Ukraine» (2019), as well as the Great Ukrainian Legal Encyclopedia in 20 volumes (Volume 4. Constitutional Law) (2024).

Teaching since 2007 (part-time): Open International University of Human Development "Ukraine", National Academy of Management, University of Modern Knowledge, State University of Trade and Economics, National Academy of Internal Affairs.

Prepared one candidate of legal sciences in the specialty 12.00.07 — administrative law, financial law, information law. She was repeatedly invited as an official opponent for the defense of dissertations for the degree of Candidate of Legal Sciences in the specialty — 12.00.02, as a reviewer of dissertations for the degree of Doctor of Philosophy (081 — Law). Supervises candidates for the degree of Doctor of Philosophy at the V. M. Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine.
