born July 8, 1972, p. Novoshipelichi, Chornobyl district, Kyiv region.

PARKHOMENKO Natalia Mykolaivna  – specialist in the theory of state and law, Doctor of Law (2009), professor (2012), corresponding member of the National Academy of Sciences of Ukraine (2020), corresponding member of the National Academy of Sciences of Ukraine (2021), honored lawyer of Ukraine (2009).

She graduated from the Faculty of History and Jurisprudence of the Ukrainian State Pedagogical University named after M. P. Drahomanova (1995, with a diploma with honors; specialty — history and jurisprudence); law faculty of Kyiv University of Law (2003, with a diploma with honors; specialty "Jurisprudence".

Since 1995, he has been working at the Institute of State and Law named after V. M. Koretsky National Academy of Sciences of Ukraine, where she held the positions of research intern, junior researcher, since 1999 — 2022 — academic secretary of the Institute of State and Law named after V. M. Koretsky HAH of Ukraine; 2022 and until now — head of the Department of Theory of State and Law of the Institute of State and Law named after V. M. Koretsky National Academy of Sciences of Ukraine.

In 1998, she defended her thesis for the degree of candidate of legal sciences on the topic: "Contract in the system of legal forms of Ukraine".

In 2003, he was awarded the academic title of senior researcher. In 2009, she defended her thesis for the degree of Doctor of Legal Sciences on the topic: "Sources of law: theoretical and methodological foundations". The academic title of professor was awarded in 2012.

In 2020, she was elected a corresponding member of the National Academy of Legal Sciences of Ukraine, in 2021 — Corresponding member of the National Academy of Sciences of Ukraine.

The field of scientific activity of the scientist is the problems of the theory of the state and law, constitutional law and comparative jurisprudence. Considerable attention is paid to the analysis of such problematic issues as: the form of law, the source of law, the systematization of legislation, legality, legal force, legal acts, the legal system and the system of law, legal order, law-making, constitutionalization of the legal order, harmonization of legislation and its doctrinal interpretation, human rights and freedoms, legal outlook, legal progress, etc.

The author of more than 300 scientific and educational-methodological works, including more than 40 individual and collective monographs, textbooks, training aids, etc. great works.

Responsible editor of the  annual scientific works "Legal state", deputy editor-in-chief of the scientific and practical journal "Almanac of Law", member of the editorial board of  "State and Law", "Journal of the Kyiv University of Law".

Worked as a member of the Constitutional Assembly (2012–2014); member of the Working Group on the development of normative legal acts at the Ministry of Justice of Ukraine.

Carried out a scientific and legal examination of about 40 draft laws.

As the Chairman of the Scientific and Legal Expertise Council of the Institute of State and Law named after V. M. Koretsky (since 2016 — to this day) has prepared a number of  conclusions of scientific and legal expertise at the request of state authorities, individuals and legal entities.

Responsible editor of the academic yearbook "Legal State", member of the editorial board of the journals "State and Law", "Almanac of Law", and "Law of Ukraine".

Chairman of the Council of Scientific and Legal Expertise at the Institute of State and Law named after V. M. Koretsky National Academy of Sciences of Ukraine.
