BATANOV Oleksandr Vasyliovych — leading researcher of the Department of Constitutional and Municipal Law of the Institute of State and Law named after V. M. Koretsky National Academy of Sciences of Ukraine, doctor of legal sciences, professor.

In 1997, he graduated from the Faculty of Public Construction and Management of the Law Institute of Odesa State University named after AND. AND. Mechnikova.

In the Institute of State and Law named after V. M. Koretsky National Academy of Sciences of Ukraine since 1998: 1998–2001– graduate student, since 2001 — junior researcher, since 2003 — researcher, since 2006 — senior researcher, since 2016 — leading researcher of the Department of Constitutional Law and Local Self-Government (now the Department of Constitutional and Municipal Law) of the Institute of State and Law named after V. M. Koretsky National Academy of Sciences of Ukraine.

In 2001, he defended his candidate thesis on the specialty 12.00.02 «Constitutional law» on the topic: «Functions of territorial communities as subjects of local self-government in Ukraine». In 2011, he defended his doctoral thesis on the specialty 12.00.02 «Constitutional law; municipal law» on the topic: «Municipal power in Ukraine: constitutional and legal problems of organization and functioning».

The academic title of professor was awarded in 2013. Honorary professor of the Zaporizhia National University (since 2014).

Main areas of scientific activity: constitutional and municipal law. In the center of scientific interests — problems of the theory of modern municipalism and municipal power, the constitutional and legal status of territorial communities, human rights in local self-government and state administration.

Author of many articles in the Legal Encyclopedia, the International Police Encyclopedia, the Large Encyclopedic Legal Dictionary, the Small Encyclopedia of Constitutional Law, and the Great Ukrainian Legal Encyclopedia: Vol. 4: Constitutional law, «Encyclopedia of politics and law».

2015–2019 — a member of the Constitutional Commission, and since 2019 — member of the Commission on Legal Reform. Member of the Scientific Advisory Council of the Constitutional Court of Ukraine (since 2019) and the Scientific Advisory Council under the Chairman of the Verkhovna Rada of Ukraine (since 2021).

Prepared 4 doctors, 12 candidates of legal sciences and 1 doctor of philosophy in the field of «Law». He is a member of the specialized academic councils for the defense of theses for the Doctor of Law and Doctor of Political Sciences degrees of the Institute of State and Law named after V. M. Koretsky National Academy of Sciences of Ukraine.

Chairman of the editorial board of the magazine «Ukrainian Law Review». Member of the editorial boards of the magazines «Law of Ukraine», «Privova severada», «State and Law», «Journal of the Kyiv University of Law», «Expert: Paradigms of Legal Sciences and Public Administration: Electronic Scientific Edition». In 2002–2004 was scholar of the Scholarship of the President of Ukraine for young scientists. Laureate of the annual award of the President of Ukraine for young scientists in 2005 for the work «Territorial community» the basis of local self-government in Ukraine».

In 2009 he was awarded a  Certificate of the Verkhovna Rada of Ukraine, and in 2019 In 2021 was awarded the badge  «Distinguished by the Constitutional Court of Ukraine».

In 2021 the  honorary title «Honored Worker of Science and Technology of Ukraine» was awarded.
