SAMOYLENKO Olena Oleksandrivna — historian of law, state, legal science and education, senior researcher at the Department of History of State and Law of Ukraine, candidate of legal sciences (2000), senior researcher (2012). Yaroslav Mudryi Prize of the National Academy of Law and Humanities of Ukraine.
She graduated with a gold medal from secondary school No. 26 in Blagoveshchensk (1991), with honors from the Faculty of History of Kyiv State University named after M. P. Dragomanov (now Mykhailo Dragomanov Ukrainian State University) with a degree in History and Law (1996), and an adjunct at the Kharkiv University of Internal Affairs (1999).
She worked in 1996—2000 at the Ministry of Internal Affairs of Ukraine, in the editorial office of the journal «Police of Ukraine» journalist, later head of the science and education department.
At the V. M. Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine since 2000: senior researcher of the department of historical and political research of the state and law of Ukraine; from 2001 to the present — senior researcher of the department of history of the state and law of Ukraine. At the same time, part-time: lecturer at the Kyiv University of Law (2001-2006).
Scientific research: history of the state and law of Ukraine 19th — early 20th centuries, individual problems of the formation and development of the science of the history of law; history of the formation and development of individual state and legal institutions: issues of the creation and development of the civil service in Ukraine, history of the police, penitentiary affairs and judiciary.
Main works. Author of over 100 scientific works, including individual and collective monographs. In particular: «Kyiv City Police in the Mid-19th and Early 20th Centuries» (K., 2000), «Legal Custom as a Source of Ukrainian Law of the 9th-19th Centuries» (K., 2006), «Anthology of Ukrainian Legal Thought» (2002–2005), «Flagship of Ukrainian Legal Science / To the 60th Anniversary of the V. M. Koretsky Institute of State and Law of the NAS of Ukraine. 1949–2009» (K., 2009), "Judicial Power in Ukraine: Historical Origins, Laws, and Peculiarities of Development" (K., 2014), "Victory is One for All". To the 70th Anniversary of Victory in World War II (K., 2015), "Academician Borys Musiyovych Babiy: To the 100th Anniversary of His Birth" (K., 2016). Participant in encyclopedic projects: "Legal Encyclopedia" (1998-2004), "Anthology of Ukrainian Legal Thought" (2002-2005), "International Police Encyclopedia". T. 1, 2 (Kyiv, 2003, 2005), «Great Encyclopedic Legal Dictionary» (Kyiv, 2012), etc.
Member of the International Association of Legal Historians (since 1998). Active participant in television projects to popularize history and law. Participated in a series of popular science programs on the ISTV TV channel — «Kyiv Stories» (History, Unknown Discoveries), consisting of the following short stories: The Second Baptism of Kyiv; The Pioneer of Detective Work; Centuries-Old Databases; Principles of the Formation of the City Police; Kyiv Detectives; Private Police; The Legacy of the Imperial Police, etc.
Awards: Honorary Certificate of the Mayor, Honorary Certificate of the Union of Lawyers of Ukraine.
