PARKHOMENKO-KUTSEVIL Oksana Igorivna, leading researcher of the Department of Public Administration and Administrative Law, leading researcher, Doctor of Science in Public Administration (2013), Professor (2020).
In 2000, she graduated from Dnipropetrovsk State University with honors, Faculty of Psychology and Sociology and received the qualification "Social Work".
In September 2012, she defended her doctoral dissertation on the topic: «Theoretical and methodological principles of the formation, development and modernization of the system of public positions». On January 25, 2013, based on the decision of the Attestation Board of the Ministry of Education and Science, Youth and Sports of Ukraine, she was awarded the scientific degree of Doctor of Science in Public Administration.
From January 2001 to September 2009, she worked in positions at the Ministry of Labor and Social Policy of Ukraine. From September 2009 to February 2010 - Deputy Vice-Rector of the National Academy of Public Administration under the President of Ukraine (Kyiv). From February 2010 to April 2014 - Deputy Vice-President of the National Academy of Public Administration under the President of Ukraine. From April 2014 to May 2017 - Chief Researcher of the Institute of Public Administration and Local Self-Government Problems of the National Academy of Public Administration under the President of Ukraine. From May 2017 to February 2018 - Advisor to the Head of the National Agency for Corruption Prevention. From March 2018 to May 2020 - Head of the Department of Public Administration of PrJSC "Higher Education Institution "Interregional Academy of Personnel Management".
From 2024 to the present day - Leading Researcher of the Department of Public Administration and Administrative Law Problems of the V.M. Koretsky Institute of State and Law.
Scientific interests: formation of state personnel policy in the public service system; implementation of personnel security in the public administration system; formation and implementation of anti-corruption policy; development of anti-corruption state authorities; problems of national security, public security, military security; formation of state policy in the field of physical culture and sports.
Publications: over 290 scientific papers on the issues of forming state personnel policy in the public service system; national, personnel, military, public security of the public administration system, formation and implementation of anti-corruption policy; development of anti-corruption bodies; formation of educational space, training and development of public servants, etc.
