SEMENYAKA Vasyl Vasilyevich — jurist, candidate of legal sciences, senior researcher.
In 1997, he graduated from the Yaroslav the Wise National Law Academy of Ukraine with a degree in jurisprudence. From 1997 to 2000, he studied as a postgraduate at the V.M. Koretsky Institute of State and Law of the NAS of Ukraine. In November 2000, he was appointed to the position of a junior research fellow at the Institute, and since 2001 — a research fellow at the International Center for Space Law at the V.M. Koretsky Institute of State and Law of the NAS of Ukraine.
In 2004, he defended his dissertation on the topic: «Civil-legal regulation of insurance in the field of space activities» in the specialty: 12.00.03 — civil law and civil procedure; family law; private international law.
Since May 2011, he has been working as a senior researcher at the V.M. Koretsky Institute of State and Law of the NAS of Ukraine, and is the head of the civil law research sector of the International Center for Space Law. On a voluntary basis, he performs the duties of the secretary of the «Space Law» section of the Space Research Council of the NAS of Ukraine.
The main area of scientific activity is the study of problems of ensuring the progressive development of international and national space law.
He constantly participates in legislative and expert activities. As part of working groups, he developed draft regulatory legal acts in the field of space activities, in particular, draft Laws of Ukraine «On Space Activities», «On state regulation in the field of remote sensing of the Earth by aerospace objects», draft international agreement on cooperation in the implementation of insurance of joint space projects and programs.
He acted as a scientific expert on space legal issues within the framework of the joint Ukrainian-Spanish Twinning project «Strengthening the institutional capacity of the State Space Agency of Ukraine in the implementation of European space programs in the field of satellite navigation (EGNOS/Galileo) and Earth remote sensing (GMES)», participated in the implementation of the international project LEOSWEEP (7th Framework Program of the European Union), and was also involved in the implementation of scientific and research works «Development of legal regulation of space activities» within the framework of the National Targeted Scientific and Technical Space Program of Ukraine, etc.
Over the period of his scientific activity, more than 50 scientific works have been published, including the individual monograph «Insurance in the Sphere of Space Activities: Theoretical and Legal Principles», a chapter in the collective monograph, Scientific and Practical Commentary to the Law of Ukraine «On Space Activities» (co-authored). He is a participant in many international and national scientific and practical legal conferences.
He successfully combines research activities with teaching, teaches a special course «Space Law».
He was a member of the creative group for the development of the thematic electronic Collection «Space Law of Ukraine» (2013).
Member of the Space Law Committee of the Association of High-Tech Space Enterprises «Cosmos»" (since 2020) and the Committee on Agrarian, Land and Environmental Law at the National Bar Association of Ukraine (since 2021). Member of the Expert Working Group of the Ministry of Strategic Industry and Industry on Space Activities (since 2024).
Member of the editorial board of the journal «Advanced Space Law».
For his conscientious work and professional performance of professional duties, he was awarded the Honorary Diploma of the Presidium of the NAS of Ukraine (2008), Gratitude of the Kyiv University of Law of the NAS of Ukraine (2014), Diploma and Honorary Diploma of the V.M. Koretsky Institute of State and Law of the NAS of Ukraine (2014, 2019).
