KOVALENKO Tetyana Oleksandrivna – Leading Researcher of the Department of Agrarian, Land, Environmental and Space Law, Doctor of Law (since 2014), Associate Professor (since 2005).
In 1997, she graduated with honors from the Faculty of Law of Taras Shevchenko National University of Kyiv and entered the postgraduate program of the Faculty of Law of Taras Shevchenko National University of Kyiv, which she graduated in 2000
In 2002, she defended her dissertation for the degree of Candidate of Law on the topic: «Legal Aspects of Restructuring Non-State Agricultural Enterprises» (specialty 12.00.06). In 2005, she was awarded the academic title of Associate Professor of the Department of Labor, Land and Environmental Law.
During 2009-2011, she studied at the doctoral program of the Taras Shevchenko National University of Kyiv. In 2014, she defended her dissertation for the degree of Doctor of Law on the topic: «Problems of Legislative Support for the Implementation of the Principle of Legality in the Regulation of Land Relations in Ukraine» (specialty 12.00.06).
Main areas of scientific research: problems of legal support for privatization and shareholding of agricultural lands, shareholding of property in agriculture, restructuring of non-state agricultural enterprises, land lease law, features of legal regulation of bankruptcy of agricultural business entities, legal support for biosafety, problems of legal regulation of employment in agriculture, sources of land and agrarian law, land-legal terminology, effectiveness of land-legal regulation, legal defects of legal regulation of land relations.
Author and co-author of more than 350 scientific, educational, methodological and advisory works on agrarian, land and environmental law, including two solo monographs «Legal Defects in the Legal Regulation of Land Relations in Ukraine» (2013) and «Implementation of the principle of legality in the regulation of land relations in Ukraine: problems of legislative support» (2017), textbooks «Land Law of Ukraine» and «Civil Law of Ukraine», textbooks « Contract Law of Ukraine», «Legal Forms of Environmental Control», «Advisor to the Manager of an Agricultural Enterprise», «Legal Regulation of Economic Activity in the Agricultural Complex of Ukraine», « "Problems of the Law of Environmental Safety", scientific and practical comments on the Civil Code of Ukraine, the Forest Code of Ukraine, the Code of Ukraine on Subsoil, the Laws of Ukraine "On Personal Farming", "On Animal Life", "On Protection of Atmospheric Air", etc.
She has delivered reports and presentations at more than 60 scientific and scientific-practical conferences. She is a legal consultant to the newspaper «Agribusiness Today», and was a member of the editorial board of the journal «Land Law of Ukraine: Theory and Practice».
Participated in regulatory activities. Co-author of the draft Agrarian Code of Ukraine (2000). Worked in the commission "Legislation" of the State Comprehensive Program for Support and Development of Ukrainian Villages "Well-being through Agrarian Development of Ukraine" under the Cabinet of Ministers of Ukraine on the development of the component "Improvement of legislation on the quality and safety of agricultural products" (2005). Conducted a comprehensive comparative study of the norms of land, environmental, agrarian, economic and civil legislation of Ukraine in order to study conflicts between them and prepared recommendations for amendments to the legislation (2006). Worked on developing a mechanism for using personal farms to provide services in the field of rural tourism at the request of the Scientific Center for Tourism Development as part of the working group of the State Service for Tourism and Resorts of Ukraine of the Ministry of Culture and Tourism of Ukraine (2007).
For her significant contribution and fruitful cooperation in the field of development of the judicial system, she was awarded the Certificate of the State Judicial Administration in Kyiv (2006); Certificate of Honor of the State Judicial Administration of Ukraine (2007).
