The presentation of the collective monograph
On May 22, 2025, the presentation of a collective monograph on the topic: «Constitutional, legal and theoretical foundations of the modernization of Ukrainian parliamentarism in the context of the implementation of the European choice» was held at the Constitutional Court of Ukraine.
The event, which took place in a mixed format, was attended by the Acting Chairman of the Constitutional Court of Ukraine Oleksandr Petryshyn, judges of the Court Viktor Kichun, Vasyl Lemak, Oleh Pervomayskyi, Director of the V. M. Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine, Doctor of Law, Professor, Academician of the National Academy of Sciences of Ukraine, Vice-President of the National Academy of Sciences of Ukraine Oleksandr Skrypnyuk, Leading Researcher of the same Institute, Doctor of Law, Professor Oleksandr Batanov, Scientific Secretary of the Institute, Doctor of Law, Professor Angelika Krusyan, as well as reviewer — leading researcher of the Department of Constitutional Law and Local Self-Government of the V. M. Koretsky Institute of State and Law of the NAS of Ukraine, Doctor of Law, Professor Oleg Martselyak, employees of the patronage services of judges, the Secretariat of the Court, scientists.
In his speech, Olexandr Petryshyn noted that the monograph covers a wide range of problematic issues of the functioning of parliamentarism as one of the fundamental institutions of democratic constitutionalism. The publication consists of nine thematic sections prepared by leading Ukrainian scholars. According to Oleksandr Petryshyn, the authors conducted a thorough analysis of the historical origins and conceptual foundations of parliamentarism, its categorical and legal nature, international standards, as well as the peculiarities of the formation and development of this institution in Ukraine.
Special attention is paid to the relationship between parliamentarism and Ukrainian constitutionalism, its functioning in the face of challenges of authoritarianism, the development of constitutional and legal responsibility, digital modernization of public administration, decentralization and reform of territorial governance.
According to Olexander Petryshyn, the comprehensiveness of the approach and the high scientific level of the monograph make it an important source for everyone interested in the development of parliamentarism in Ukraine, particularly in the context of implementing its European choice.
The publication was presented by its authors: Director of the V. M. Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine, Doctor of Law, Professor, Academician of the National Academy of Sciences of Ukraine, Vice-President of the National Academy of Sciences of Ukraine Oleksandr Skrypnyuk, Leading Researcher of the same Institute, Doctor of Law, Professor Olexandr Batanov, Scientific Secretary of the Institute, Doctor of Law, Professor Angelika Krusyan, and also a reviewer — leading researcher of the Department of Constitutional Law and Local Self-Government of the V. M. Koretsky Institute of State and Law of the NAS of Ukraine, Doctor of Law, Professor Oleg Martselyak.
Oleksandr Skrypnyuk noted that the monograph is dedicated to the 75th anniversary of the V. M. Koretsky Institute of State and Law of the NAS of Ukraine, which was celebrated last year. A team of 11 leading scientists of the Institute worked on the monograph for over two and a half years, comprehensively researching the key principles of parliamentarism in the context of European integration processes. In their speeches, the authors of the monograph described in detail its structure, key focuses, and conceptual content.

It was noted that the publication:
– the doctrinal problems of parliamentarism as a constitutional and legal phenomenon, concept, international standard and object of reception in constitutional law are highlighted;
– the conceptual constitutional problems of the formation and development of parliamentarism in modern Ukraine are considered in the context of European experience;
– the debatable issues of the functioning of parliamentarism under different political regimes are analyzed; the formation and development of parliamentary law in Ukraine are investigated;
– the problems of the development of parliamentarism in Ukraine in the context of decentralization and reform of territorial governance are considered; — the issue of the development of parliamentarism in the focus of constitutional and legal responsibility is raised;
– the problems of the development of parliamentarism in the context of the national idea and legal doctrine of Ukraine were investigated.
The participants of the event emphasized the significance of the presented monograph as a thorough scientific study that deepens the understanding of modern parliamentarism and its constitutional and legal principles in the context of European integration. They noted that the monograph has not only academic but also applied value, as it forms the basis for further scientific research and practical steps in this area.
