TYMOSHCHUK Viktor Pavlovych — Senior Research Fellow of the Department of Public Administration and Administrative Law Problems of the V.M. Koretsky Institute of State and Law of the NAS of Ukraine, Candidate of Law.
In 2000 he graduated from the Faculty of Law of the Taras Shevchenko National University of Kyiv.
In 2009, he defended his candidate's thesis in the specialty 12.00.07 on the topic: «Procedure for adopting administrative acts: issues of legal regulation» at the Academic Council of the V.M. Koretsky Institute of State and Law of the NAS of Ukraine (scientific supervisor — Professor Aver’yanov V.B.).
Since February 2013, he has been working at the V.M. Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine, in the Department of Public Administration and Administrative Law. Since December 2014, he has been a senior research fellow.
Before this period, he has experience working in the Department of Constitutional and Administrative Legislation of the Ministry of Justice of Ukraine (based on a civil law contract), as an assistant consultant to the People's Deputy of Ukraine I.B. Koliushka (Committee on Legal Policy), as an expert and in administrative positions in the analytical public organization « Center for Political and Legal Reforms».
Research interests: issues of public administration and administrative law, especially issues of: general administrative procedure, administrative services, public service.
He actively participated in the preparation of the Concept for the Development of the System of Provision of Administrative Services by Executive Authorities (2006), the laws: «On Administrative Services» (2012), «On Civil Service» (new edition, 2015), On the Decentralization of Certain Administrative Services (2015) and on the ASC Network (2020), «On Administrative Procedure» (2022), «On Public Consultations» (2024), and other draft legislative acts and policy documents on the topic of public governance.
