JOVNIRCHYK Yaroslav Fedorovych – Doctor of Science in Public Administration (2011). Professor of the Department of Public Management and Administration (2020).
In 1991, he graduated from the Monastry secondary school. He received his education at Chernivtsi State University, majoring in History. Awarded historian qualification. Teacher of history and social studies (1978).
In 2005, he defended his thesis for the degree of Candidate of Science in Public Administration at the specialized academic council of the National Academy of Public Administration under the President of Ukraine on the topic: «Development of territorial organization of local self-government in Ukraine» (specialty 25.00.04 — local self-government). Doctor of Sciences in Public Administration since 2011. The dissertation was defended in the specialized academic council of the Black Sea State University named after Petro Mohyla on the topic: «State regulation of the development of the regions of Ukraine in the conditions of strengthening interregional economic ties» (specialty 25.00.02 — state management mechanisms).
Throughout his career, he actively works on the problems of interaction between the central executive authorities and local self-government bodies, the organization of the activities of civil servants, the improvement of the system of work with personnel, etc. Has the third rank of civil servant.
Worked in various positions in state authorities, combining it with pedagogical work in the Ternopil Region (1967–1991). Having moved due to family circumstances in December 1991 to Brovary of Kyiv region, started its activity in Kyiv: chief specialist, consultant, deputy head, head of the organizational department of the Kyiv regional state administration (1992–1996);chief consultant-inspector of the Main Department of Organizational Personnel Work and Interaction with the Regions of the Administration of the President of Ukraine (1996–2002); chief (specialist) consultant, head of the sector, head of the department of the Office for Interaction with Local Authorities of the Secretariat of the Cabinet of Ministers of Ukraine (2002–2005).
Since 2006 — in scientific and pedagogical work in higher educational institutions: associate professor of the Department of State Administration and Local Self-Government (0.5 part-time rate) of the Academy of Municipal Administration (2006–2008); teacher, associate professor of the Department of International Law of the Institute of International Relations of the National Aviation University on the terms of the contract (2008–2009); Associate Professor, Professor of the Department of Regional Management, Local Self-Government and City Management (at 0.25 part-time rate) of the National Academy of Public Administration under the President of Ukraine (2009–2013); Professor, Head of the Department of Public Management and Administration of the Educational and Scientific Institute of Continuing Education of the National University of Bioresources and Nature Management of Ukraine in connection with with selection by competition on the terms of the contract (2013–2018); professor of the Department of Public Management and Administration (0.5 part-time rate) of the National Aviation University (2018–2021).
Constantly works on improving his professional qualifications. In November 2017, he completed a remote internship abroad under the advanced training program (volume of professional training — 108 hours) «Organization of European Education, Scientific Projects and Publication Activity» Organization of European Education, Scientific Projects and Publication Activity. in the city Warsaw (Poland) and received certificate No. GS17042 (for researchers and professional managers, November 13–24, 2017 Warsaw, Poland). Also received the certificate of Rzeczpospolita Polska, Instytut Rozwoju Wspolpracy Miedzynarodowej, Certyficat znajomosci jenzyka polskiego No. 0001491 dated December 7, 2017, which confirms a sufficiently high level of command of a foreign language (Polish), at the B2 level.
Has managerial experience of practical work in his specialty, in particular: deputy vice-rector, vice-president of the National Academy of Public Administration under the President of Ukraine (2009–2012); deputy director of the Educational and Scientific Institute of Regional Management and Local Self-Government of the Academy of Municipal Management (02.2012–10.2012); head of the Department of Public Management and Administration of the National University of Bioresources and Nature Management of Ukraine (2015–2018); deputy head of the management and administration department, head of the document management department of the National Aviation University (2018–2020).
Trained 12 candidates of sciences in public administration. He acted as an official opponent for obtaining the scientific degree of candidate and doctor of sciences in public administration, specialty 25.00.04 — local self-government and 25.00.02 — mechanisms of state administration.
Since June 2022, he has been working as a leading a researcher at the Department of Public Administration and Administrative Law of the Institute of State and Law named after V.M. Koretsky of the National Academy of Sciences of Ukraine. Since January 2023, he has been performing the duties of the head of the same Department.
The author of more than 170 scientific works on the problems of state administration and local self-government, improving the professional competence of civil servants, the effectiveness of public administration and legal regulation in the context of sustainable development of regions, ensuring national state security. The most important scientific work is an individual monograph «State regulation of the development of the economy of regions and interregional economic relations: theory, methodology, mechanisms, which defines the directions of democratization of regional development management mechanisms in Ukraine and offers methodological recommendations for assessing the effectiveness of the regulation of economic subjects by interregional state and public structures (Donetsk: LLC Yugo-Vostok, Ltd., 2010. 424 p.).

Currently included in the editorial board of the journal, which is included in the list of scientific and specialized publications of Ukraine, «Public Administration and Regional Development» of the Black Sea State University named after Peter Mohyla (Mykolaiv), in which the results of dissertation studies on public administration and administration are published.
