Graduated from the Faculty of Applied Mathematics and Mechanics (1980) and the Faculty of Law (1995) of the Ivan Franko Lviv State University; Institute of Public Administration and Self-Government under the Cabinet of Ministers of Ukraine with a degree in «public administration» (1994); Faculty of Economics of the Lviv State University «Lviv Polytechnic» (2000).
In 1992, he defended his dissertation at the Taras Shevchenko National University of Kyiv on the topic: «Nonlinear analysis of weakly perturbed nonlinear dynamical systems on functional manifolds and some related problems of mathematical physics» (Kyiv). In 2001, he defended his dissertation at the Yaroslav Mudryi National University of Law on the topic: «Constitutional and Legal Foundations of Self-Government in Cities of Regional Significance» (Kharkiv). In 2004, he defended his dissertation at the National Academy of Public Administration on the topic: «Organizational and Functional Principles and Methods of Activity of Local Self-Government Bodies» (Kyiv).
Member of the Presidium of the Higher Attestation Commission of Ukraine (2019—2011); Chairman of the Supervisory Board of the Academy of Municipal Administration (Kyiv, 2008—2012). Member of specialized academic councils: D 26.810.01 at the National Academy of Public Administration (2006-2011), D 26.867.01 of the Institute of Legislation of the Verkhovna Rada of Ukraine (2008-2014); K 35.860.01 of the Lviv Regional Institute of Public Administration of the National Academy of Public Administration (2004—2020). Chairman of the specialized academic council D 26.810.01 at the National Academy of Public Administration (2016-2020). Prepared 4 doctors of sciences and 8 candidates of sciences.
