born January 23, 1953, p. Krylivka, Andrushivsky district, Zhytomyr region.

Nagrebelny Volodymyr Petrovych — deputy director of the Institute of State and Law named after IN. M. Koretsky National Academy of Sciences of Ukraine, corresponding member of the National Academy of Legal Sciences of Ukraine, candidate of legal sciences.

In 1979 he graduated from the Law Faculty of Kyiv State University named after T. H. Shevchenko (now – Kyiv National University named after Taras Shevchenko) majoring in «law». Since August 1979, he has been working at the Institute of State and Law named after V. M. Koretsky National Academy of Sciences of Ukraine in the positions of intern-researcher, junior researcher, scientific secretary; from 1993 until now – deputy director for scientific work, simultaneously with 1999 – director of the Banking Law Center at the Institute of State and Law named after V.M. Koretsky National Academy of Sciences of Ukraine (on a free basis).

In 1983 he defended his thesis for the degree of candidate of legal scienceson the topic: «Organizational and legal issues of management of material and technical support of agriculture» (specialty 12.00.02, now – 12.00.07).

In 2002 year was elected a corresponding member of the Academy of Legal Sciences of Ukraine (now – National Academy of Legal Sciences of Ukraine).

Main areas of scientific activity – organizational and legal problems of state regulation and state administration; administrative and legal provision of relations in economic and social spheres; legal regulation of investment, entrepreneurial and banking activities; energy law; legal principles of stock market functioning in Ukraine; legal regulation of foreign economic relations.

Published over 500 scientific works, including:

«Management of material and technical support of rural economy» (1985); «Small business: legal status and accounting of enterprises» (in co-authorship, 1994); "Public administration in Ukraine: centralization and decentralization» (in co-authorship, 1997); Public administration: theory and practice (in co-authorship, 1998); «Reforming public administration in Ukraine: problems and prospects» (in co-authorship, 1998); «Fundamentals of Investment Law of Ukraine: Study Guide» (in co-authorship, 2003); «Financial law of Ukraine: Study guide: General part» (in co-authorship, 2004); «Economic procedural law of Ukraine: Textbook» (in co-authorship, 2006); «Democratic principles of state administration and administrative law» (in coll., 2010); Legal status of the National Academy of Sciences of Ukraine. History and modernity» (in co-authorship, 2018) and others. (total co-authorship in 25 collective monographs, co-authorship in 17 textbooks and manuals, popular scientific publications, etc.).

During the entire period of work, he prepared 15 candidates of sciences, repeatedly headed the examination committee at final exams of bachelors and masters of law in leading universities of Ukraine.

Takes an active part in legislative drafting work, in particular in the development of draft laws of Ukraine on issues of administrative and legal regulation, investment, entrepreneurial and banking activities, science and education, transport, energy, cooperative and foreign economic relations, economic justice and others. (about 30), preparation of scientific and legal expert opinions on relevant draft laws and projects of subordinate regulatory and legal acts (more than 200). He took part in the preparation of scientific and legal expert opinions for the Cabinet of Ministers of Ukraine, the Constitutional Court of Ukraine, the Supreme Court of Ukraine, law enforcement agencies and central executive bodies, individual legal entities and individuals.

Performs the duties of a member of the editorial board of the yearbook of scientific works «Legal State», the collection of scientific works «The State and Law»; scientific and practical magazine «Court appeal»; legal journal «Pravo Ukrainy»; scientific journal «Almanac of Law»; scientific and practical magazine «Ecological law»; All-Ukrainian socio-political and theoretical magazine «Tribune». He is the deputy chairman of the All-Ukrainian Interdepartmental Coordination and Methodological Council (MKMR) for legal education of the population under the Ministry of Justice of Ukraine; deputy head of the Scientific Council of the National Academy of Sciences of Ukraine for the coordination of fundamental legal research; a member of the Interdepartmental permanent working group on issues of implementation of the «Global Libraries» project; at the Ministry of Culture of Ukraine; member of the Public Council at the National Bank of Ukraine; member of the Council of the Kyiv City Organization of the Union of Lawyers of Ukraine; a member of the permanent arbitration court at the Ukrainian National Committee of the International Chamber of Commerce.

Honored lawyer of Ukraine (1997), laureate of the State Prize of Ukraine in the field of science and technology (2004); awarded with orders «For Merit» III degree (2009), «For Merit» II degree (2013), Certificate of the Verkhovna Rada of Ukraine (2003), Honorary certificate of the Verkhovna Rada of Ukraine (2008), Certificate of Honor of the Cabinet of Ministers of Ukraine (1999), Certificate of Honor of the Presidium of the National Academy of Sciences of Ukraine (2009), Certificate of Honor of the Ministry of Justice of Ukraine (2011) and others. honors; Laureate of the Yaroslav the Wise prize (2008), the 1st and 3rd annual contests of the Union of Lawyers of Ukraine for the best legal monographic publication (1998, 2000).
