YUSHCHYK Oleksiy Ivanovych — Chief Researcher of the Department of Constitutional Law and Local Self-Government, Doctor of Law, Professor, Honored Lawyer of Ukraine.

In 1975, he graduated from the Law Faculty of Leningrad State University with a degree in «jurisprudence».

From 1975 to 1980, he was an assistant to the district prosecutor in Kyiv, and then — head of the legal department of the «Electronmash» State Enterprise.

In 1992—1994 — senior, chief consultant to the Secretariat of the Commission of the Verkhovna Rada of Ukraine on issues of legislation and legality. 1994-1998 - legal advisor to the Chairman of the Verkhovna Rada of Ukraine. In 1998—2002 — People's Deputy of Ukraine, member of the Committee and First Deputy Chairman of the Committee on Legal Reform, member of the Committee on Legal Policy of the Verkhovna Rada of Ukraine.

At the V. M. Koretsky Institute of State and Law of the NAS of Ukraine since 2002: Head of the Center for Theoretical Problems of Lawmaking of the Institute, Leading Researcher, Chief Researcher of the Department of Constitutional Law and Local Self-Government of the V. M. Koretsky Institute of State and Law of the NAS of Ukraine. In 2007—2008 he worked as the head of the department of the Faculty of Law of the Kyiv National University named after V. Hetman.

In 1996 he defended his candidate's thesis in the specialty 12.00.01 «Theory and history of state and law; history of political and legal doctrines» on the topic: «Legal reform as a method of transformation (reorganization) of state institutions» , and in 2006 — doctoral dissertation in the specialty 12.00.01 "Theory and history of state and law; history of political and legal doctrines» on the topic: «Theoretical problems of the legislative process».

In 2013, the academic rank of professor was awarded.

Main areas of scientific activity: philosophy and theory of law, constitutional law, economic law. In the center of scientific interests — problems of general theory and methodology of law, legal reform, legislative process, legal doctrine.

Author of over 200 scientific publications, including individual monographs:

  • «Legal Reform: General Concept, Implementation Problems in Ukraine» (1997), awarded the first prize of the Union of Lawyers of Ukraine as the best publication in 1997—1998;
  • «Branches and Institutions of the Legal System (Myths and Reality). Critical Essay» (2002);
  • «Theoretical Foundations of the Legislative Process» (2004), awarded the M.P. Vasylenko Prize of the NAS of Ukraine;
  • «Dialectics of Law. Book 1 General Doctrine of Law» (in 2 parts) (2013), awarded the Yaroslav the Wise Prize of the National Academy of Sciences of Ukraine;
  • «Dialectics of Law. Book 2 Primitive Law» (2021), as well as 25 chapters of collective monographs.

He took an active part in the adoption of the Constitution of Ukraine in 1996 and in the work of the Constitutional Assembly on the development of a new version of the Constitution of Ukraine in 2010—2013, as well as in the preparation of more than 30 draft laws, including the draft of the Economic Code of Ukraine (head of the subcommittee of the Temporary Special Commission of the Verkhovna Rada of Ukraine), draft laws on laws and legislative activity, on the judiciary, on enforcement proceedings, the Program of Legislative Work for 1998—2002, and other draft laws.

He has provided over 30 scientific and expert opinions at the requests of the Verkhovna Rada of Ukraine, the Government, the Constitutional Court of Ukraine, the Prosecutor General's Office and other institutions.

He is a member of the specialized academic council of the Institute for the defense of doctoral dissertations, provides scientific consulting and guidance to applicants for the scientific degree of Doctor of Sciences and Candidate of Sciences (Doctor of Philosophy).

He has prepared 4 Doctors of Law and 7 Candidates of Law.

In 1996, the Ukrainian Center for Legal Studies at the Taras Shevchenko National University of Kyiv awarded him the title of «Honorary Master of Law» for his outstanding personal contribution to the preparation and adoption of the new Constitution of Ukraine. Awarded the Honorary Award of the Union of Lawyers of Ukraine, as well as the award of the Ministry of Justice of Ukraine.

In 2009, he was awarded the honorary title of «Honored Lawyer of Ukraine». In 2017, he was awarded the Certificate of Honor of the Presidium of the National Academy of Sciences of Ukraine.
