ZAHYNEY-ZABOLOTENKO Zoia Apollinarievna — Head of the Department of Criminal Justice and Criminology, Doctor of Law, Professor, Ukrainian jurist.
In 1996, she graduated from the Faculty of Law of Ivan Franko National University of Lviv (specialty — law). In 1999, she completed postgraduate studies at Ivan Franko Lviv National University. In 2023, she graduated from Volyn National University named after Lesya Ukrainka (specialty — philology: Slavic languages and literature).
Worked at Kyiv Law Institute of Internal Affairs (2000—2005); Kyiv University of Law of NAS of Ukraine (2005—2013); National Academy of the Prosecutor's Office of Ukraine (2013–2020); Apparatus of the Supreme Court (2020—2023); Institute of State and Law named after V. M. Koretsky National Academy of Sciences of Ukraine (from 2023).
In 2000, she defended her dissertation for the degree of candidate of legal sciences on the topic: «Conceptual Apparatus of the Special Part of the Criminal Code of Ukraine». Awarded the academic title of associate professor of the Department of Criminal Law and Criminology (2004). In 2016, she defended her thesis for the degree of Doctor of Legal Sciences on the topic: «Hermeneutics of the Criminal Law of Ukraine».
Awarded the academic title of professor of the Department of Criminal Law and Criminology (2023).
Member of two specialized academic councils: D 26.236.02 at the Institute of State and Law named after V. M. Koretskyi National Academy of Sciences of Ukraine (deputy head);D 70.705.06 in Bohdan Khmelnytskyi National Academy of State Border Service.
Member of the Commission for assessing corruption risks in the activities of prosecutors of the General Prosecutor's Office of Ukraine (2018—2020). Member of the Scientific Advisory Council under the Supreme Court (2018–2022). Member of the Scientific Advisory Council under the Chairman of the Verkhovna Rada of Ukraine (2024).
Expert on accreditation of educational programs of the National Agency for Quality Assurance of Higher Education.
Key expert in monitoring court proceedings in cases of war crimes (December 2023 — May 2024), monitoring court hearings under Art. 438 of the Criminal Code of Ukraine and analysis of court decisions on crimes against the foundations of national security of Ukraine (November 2024 — October 2025).
Prepared and defended 8 candidates of legal sciences, 1 doctor of philosophy in the field of law.
Main areas of scientific activity: criminal legal hermeneutics, interpretation of the criminal law, rule-making technique in the field of criminal law of Ukraine, problems of criminal legal qualifications, criminal responsibility for war crimes, criminal responsibility for crimes against the foundations of national security of Ukraine, prevention and combating corruption and corruption-related offenses.
