Ukrainian jurist, Doctor of Law (since 1964), Professor (since 1966), Academician of the National Academy of Sciences of Ukraine (since 1972), Academician of the Ukrainian Academy of Sciences (since 1993), Honored Worker of Science and Technology of Ukraine (since 1974).
In 1940 he graduated from the Law Faculty of Kyiv University. Since 1939 he worked as a prosecutor in the Criminal and Judicial Department of the Prosecutor's Office of the Ukrainian SSR. Since 1940 - in prosecutorial positions in the Soviet Army. Since 1947 he worked as a deputy and lecturer at the Law Faculty of Kyiv University, since 1949 - an employee of the State and Law Sector of the Academy of Sciences of the Ukrainian SSR (since 1969 - the Institute of State and Law).
From 1974 to 1988, he was the director of the Institute of State and Law of the Academy of Sciences of the Ukrainian SSR.
Since 1968, he has been a member of the Presidium of the Academy of Sciences of the Ukrainian SSR, academician-secretary of the Department of Economics, History, Philosophy and Law (since 1976, the Department of History, Philosophy and Law).
Since 1988 - Advisor to the Presidium of the Academy of Sciences of the Ukrainian SSR. He was a member of many international and domestic organizations, including the Permanent Chamber of the Arbitration Court in The Hague, the Ukrainian Commission for UNESCO, etc.
Researched problems of the history of the state and law of Ukraine, in particular the legal aspects of Ukrainian Soviet statehood, the formation of the USSR and the role of Ukraine in this process, the activities of local authorities, and the history of legal research in the Ukrainian SSR.
Main works: «The Reunification of Western Ukraine with the Ukrainian SSR» (1954), «Local Government Bodies of the Ukrainian SSR in 1917-1920» (1956), «The Ukrainian Soviet State during the Period of Reconstruction of the National Economy» (1921-1925)» (1961), «The Union of the Soviet Socialist Republics and the Role of Ukraine in Its Formation» (1972), «An Outline of the Development of Legal Research in the Ukrainian SSR» (1984).
Editor-in-chief and one of the leading authors of the two-volume work "History of the State and Law of the Ukrainian SSR" (1987).
He took a direct part in the development of the drafts of the Constitution of the Ukrainian SSR (1978), the Code of Laws of the Ukrainian SSR, and a number of legislative acts. He was the organizer of fundamental scientific research in the field of law. Laureate of the State Prize of the Ukrainian SSR (1981).
