We are pleased to announce that the Collection of Materials of the VII International Scientific and Practical Conference«Decentralization of Public Power in Ukraine: Achievements, Problems and Prospects», held on May 23, 2025, has been published.

The materials of the Collection highlight the problems of local self-government reform and decentralization of public power in modern Ukraine.

This Collection brings together the views of scholars, practitioners, experts, and government representatives on the current problems of decentralization and municipal development in times of war.

The conference was organized by the V.M. Koretsky Institute of State and Law of the Academy of Sciences of Ukraine, the Faculty of Law of the Ivan Franko University of Lviv, the Higher School of Law and Administration in Rzeszów (WSPiA) in cooperation with the Center for Political and Legal Reforms.

The purpose of the conference was to discuss the achievements of the decentralization reform in Ukraine at the current stage, problematic issues of the organization and functioning of local self-government in the conditions of martial law and post-war reconstruction of the country, as well as the prospects for municipal reform in accordance with European principles and standards.

The conference participants worked on the following thematic areas:

– scientific, methodological, organizational and legal foundations of the reform of decentralization of power in Ukraine in the context of foreign experience and European integration processes;

– organizational and legal support for the functioning of territorial communities, local government bodies and military administrations under martial law in Ukraine;

– activities of public authorities to guarantee the rights and freedoms of man and citizen in connection with Russian armed aggression (domestic and foreign experience);

– the role of direct democracy institutions in carrying out municipal reform (national and European dimensions);

– problems of ensuring sustainable economic development of communities under martial law in the context of the decentralization reform in Ukraine.

We thank all conference participants for the professional discussion on the future of local government, updating municipal legislation, and forming an effective model of public administration in the post-war period.
