"Land and territory as legal and geopolitical concepts: historical and legal reality and modernity"
On November 1 and 2, 2024, the international scientific conference "Land and territory as legal and geopolitical concepts: historical and legal reality and modernity" was held in a mixed mode.
The organizers of the conference were the V. M. Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine, the International Association of Historians of Law (IAIP), the National University of Bioresources and Nature Management of Ukraine, The Department of Environmental, Economic and Agrarian Law of the National Academy of Sciences of Ukraine and the Commission on the History of Ukrainian Law under the Presidium of the National Academy of Sciences of Ukraine.
The National University of Bioresources and Nature Management of Ukraine hosted the participants in its premises and provided the broadcast and video recording of the conference. Thanks to the Armed Forces of Ukraine, the face-to-face part of the conference was held without disruptions or interruptions! Only thanks to their daily heroic work, all activities in the rear, including scientific ones, are possible.

The conference was organized within the framework of the State and Law Institute named after V.M. Koretsky of the National Academy of Sciences of Ukraine "The principle of territorial integrity of the state in Ukrainian legal thought and constitutional practice: historical and legal aspect" (I quarter of 2024 — IV quarter of 2026). The organizing committee of the conference was headed by: director of the Institute of State and Law named after V.M. Koretskyi of the National Academy of Sciences of Ukraine, vice-president of the National Academy of Sciences of Ukraine, doctor of legal sciences, professor, academician (active member) NAPRN of Ukraine, Honored Lawyer of Ukraine O.V. Skrypniuk; president of the Institute of International Education, professor of the Department of Theory and History of the State and Law of the National Academy of the Security Service of Ukraine (Kyiv), Doctor of Law, professor, corresponding member of the National Academy of Sciences of Ukraine, Honored Lawyer of Ukraine O.N. Yarmysh; vice-rector for scientific work and innovative activities of the National University of Bioresources and Nature Management of Ukraine, doctor of agricultural sciences, professor O.L. Tonha. The first deputy chairman of the organizing committee was the first vice-president of MAIP, head of the department of historical and legal research of the Institute of State and Law named after V.M. Koretsky National Academy of Sciences of Ukraine, candidate of legal sciences, professor, honored lawyer of Ukraine I. B. Usenko (he is the head of the conference preparation working group). The deputy chairmen of the organizing committee were the head of the Department of Land and Agrarian Law of the Educational and Scientific Institute of Law of Taras Shevchenko Kyiv National University, academician-secretary of the Department of Environmental, Economic and Agrarian Law of the National Academy of Sciences of Ukraine, doctor of legal sciences, professor, corresponding member of the National Academy of Sciences of Ukraine V .IN. Spout and Dean of the Faculty of Law of the National University of Bioresources and Nature Management of Ukraine (Kyiv), Doctor of Law, Professor O.S. Yara.
The conference was attended by 61 scientists representing all corners of Ukraine (there were participants from 14 different research institutes and universities), including the frontline cities of Kharkiv and Zaporizhzhia. The mixed nature of the conference made it possible to attract representatives of educational institutions from Poland, the Czech Republic, and Turkey, as well as those domestic scientists who are currently on scientific trips outside the country (Austria, Spain, Italy, Canada, etc.).
Among the participants, 9 scientists are members of the National Academy of Sciences of Ukraine and the National Academy of Sciences of Ukraine and the same number of people with the honorary title of "merited", 27 were doctors of science and professors, finally, 5 participants represented foreign universities. Two of the conference participants — military personnel currently in service. The conference was held in 7 consecutive thematic panels, each of which provoked a passionate discussion: 1. Territory and the state in the modern legal dimension; 2. Land as an object of legal regulation; 3. Territory and the state in the dogma of law and international law; 4. Evolution of ideas about territorial rights and territorial security; 5. Territory and land in historical and legal reality; 6. Current issues of land law of Ukraine; 7. Regulation of land disputes and conflicts.
Among the participants, in addition to the aforementioned heads of the organizing committee, the head of the Department of Agrarian, Land and Environmental Law named after Academician V.Z. Makarchuk; Associate Professor of the Information Economy, Entrepreneurship and Finance Department of the Yu. M. Potebna Engineering Educational and Scientific Institute Zaporizhzhia National University, candidate of legal sciences, associate professor P.V. Rekotov and many others. Almost a quarter of the participants of the event represented the Institute of State and Law named after V.M. Koretsky National Academy of Sciences of Ukraine (15 people).

Kulinich; leading researcher of the same department, doctor of legal sciences, professor, academician of the National Academy of Sciences of Ukraine, corresponding member of the International Academy of Astronautics, honored lawyer of Ukraine N.R. Malysheva; senior researcher of the same department, candidate of geographical sciences, associate professor, honored lawyer of Ukraine V.I. Oleshchenko; leading researcher of the Department of International Law and EU Law and head of the Center for Comparative Jurisprudence, doctor of jurisprudence, professor, corresponding member of the International Academy of Comparative Law O.V. Kresin; senior researcher of the department of problems of criminal law, criminology and judiciary, candidate of legal sciences, senior researcher M.I. Gray.
Representatives of the Department of Historical and Legal Studies took part in the conference in full with reports, and a number of organizational functions also took place at the conference: the head of the department, Professor I.B. Usenko, as mentioned above, was the first deputy chairman of the organizing committee, E.V. Rominsky — academic secretary of the organizing committee, and senior researchers of the department, candidates of legal sciences, Associate Professor I.V. Music, senior researcher T.I. Bondaruk, senior researcher A.Yu. Ivanova and associate professor O.V. Sokalska — members of the organizing committee and panel moderators. 5 representatives of foreign higher education institutions participated in the scientific forum: professor of the Near East University (Turkey; Near East University — TRNC), doctor of legal sciences, professor, corresponding member of the International Academy of Comparative Law Mehman A. Damirli; adjunct of the Department of Political Sciences and Security Sciences of the Institute of Political Sciences of the Faculty of Social Sciences of the Warmian-Masurian University in Olsztyn (Poland), doctor of habilitation in the field of political sciences (dr hab.) Pavlo Petnochka; Adjunct of the Department of Roman Law at the Institute of Legal Studies of the University of Rzeszów (Poland), Doctor of Philosophy in Law (Ph.D., LL.M.) Wojciech Ya. Kosior; adjunct of the Pomeranian School of Higher Education in Starogard-Gdańsk (Poland), Doctor of Humanities (Political Science) (doktorka nauk humanistycznych w zakresie nauk o polityce) Anna Janus; senior lecturer at Tomas Baty University (Zlin, Czech Republic), doctor of philosophy in the field of law (JUDr., Ph.D.) Irzy Zikha.
A big positive of this event was the participation of lawyers who successfully combine practical and scientific activities, such as the secretary of the Grand Chamber of the Supreme Court of Ukraine, doctor of legal sciences, professor, corresponding member of the National Academy of Sciences of Ukraine V.Yu. Urkevich, legal adviser of the Notary Chamber of Ukraine, candidate of legal sciences, associate professor V.I. Biryukov, as well as military personnel, namely the assistant commander of the legal work brigade — head of the legal service, major of justice (before mobilization — associate professor of the department of state history, law and political and legal studies of the Faculty of Law of the Ivan Franko Lviv National University), candidate of legal sciences, associate professor A.F. Koval and senior officer of the Armed Forces of Ukraine, Doctor of Law, Associate Professor B.V. Bernadsky The scientific discussion took place in the format traditional for the International Association of Historians of Law, in an atmosphere of mutual tolerance, benevolence and good humor.
Special thanks should be given to the hosts of the conference — To the National University of Bioresources and Nature Management of Ukraine and, first of all, to the heads and employees of the Department of Theory and History of the State and Law and the Department of Agrarian, Land and Environmental Law named after Academician V.Z. Yanchuk!
As a result of the conference, it is planned to publish a collection of abstracts by the end of the year.
