Limitation of human rights in the conditions of extraordinary regimes: challenges and solutions

On December 18–19, 2024, the international scientific and practical conference "Restrictions of human rights under extraordinary regimes: challenges and solutions" was held, which was organized by Institute of State and Law named after V.M. Koretsky National Academy of Sciences of Ukraine, National Academy of Legal Sciences of Ukraine, Faculty of Law of Uzhhorod National University.

The director of the V.M. Institute of State and Law participated in the open conference. Koretsky National Academy of Sciences of Ukraine, vice-president of the National Academy of Sciences of Ukraine, academician of the National Academy of Sciences of Ukraine Olexandr Skrypniuk, who on behalf of the President of the National Academy of Sciences of Ukraine Volodymyr Zhuravlya, academician of the National Academy of Sciences of Ukraine and himself personally congratulated the participants of the conference, and noted that in the current conditions of the ongoing war in Ukraine, the discussion of legal aspects and challenges related to the restriction of human rights in the conditions of extraordinary regimes, in particular, martial law, acquire extremely important importance. «Today's conference, — Oleksandr Vasyliovych noted, – is an important step on the way to a deeper understanding of how to ensure respect for fundamental human rights even in the most difficult conditions — conditions of war, when it is necessary to find a balance between ensuring national security and guaranteeing human rights and freedoms. That is why this event is very relevant.

Olexandr Skrypnyuk emphasized that we have a unique opportunity to exchange experience with international colleagues in order to understand which legal mechanisms work effectively in similar circumstances, and which ones need improvement. "I am confident that the recommendations of the conference will contribute to the improvement of national legislation on the protection of human rights in crisis situations and ensuring their observance even during extraordinary regimes. concluded Olexandr Vasyliovych.

In the opening of the conference took part: Ivan Mironyuk — vice-rector of Uzhgorod National University, Olexandr Bandurka — the first vice-president of the National Academy of Legal Sciences of Ukraine, an academician of the National Academy of Sciences of Ukraine and our foreign partners from the Institute of Legal Studies of the Hungarian Academy of Sciences — Doctor of Law, Professor Fruzina Gardosh-Oros; from the Institute of State and Law of the Slovak Academy of Sciences — Doctor of Law Frantisek Pazitni; from John Amos Comenius University (Bratislava, Slovak Republic) — Dean of the Faculty of Law, Doctor of Law Eduard Burda and others.

At the plenary session, reports were made by: Natalia Onishchenko — doctor of legal sciences, academician of the National Academy of Sciences of Ukraine, deputy director of the Institute of State and Law named after V.M. Koretsky National Academy of Sciences of Ukraine; Angelika Krusyan — doctor of legal sciences, professor, scientific secretary of the Institute of State and Law named after V.M. Koretsky National Academy of Sciences of Ukraine; Valeria Khodosh — head of the Council of Young Scientists of the Institute of State and Law named after V.M. Koretsky of the National Academy of Sciences of Ukraine and others.

The moderator of the conference was Yaroslav Lazur — Doctor of Law, Professor, Dean of the Faculty of Law of the Uzhhorod National University.
