MARTSELYAK Oleg Volodymyrovych – Leading researcher of the Department of Constitutional and Municipal Law, Doctor of Law, Professor, Honored Lawyer of Ukraine.
In 1985, he graduated from the Chernihiv Law School, specialty — «Law», qualification and educational level — junior specialist, diploma with honors. In 1993 – Ukrainian Law Academy (now – Yaroslav the Wise National University of Law), specialty — «Jurisprudence», qualification and educational level — specialist, diploma with honors. In 1996 – postgraduate studies at the Department of Constitutional Law of Ukraine of the National Law Academy named after Yaroslav the Wise.
In 1997, he defended his thesis for obtaining a scientific degree candidate of legal sciences specialty 12.00.02 — constitutional law. In2004, he defended his thesis for the degree of Doctor of Legal Sciences, specialty 12.00.02 — constitutional law.
In 2000, the scholarly title «docent» at the «Constitutional Law of Ukraine» department. In 2006, he was awarded the academic title of «Professor» at the Department of "Constitutional and International Law».
From July 1985 to October 1985, he worked as an inspector for the calculation of pensions of the Chervonozavod District Department of Social Security. Kharkiv From January 1988 to September 1990 — in the positions of head of the personnel department, labor inspector of the Kharkiv boarding house for labor veterans. From November 1985 to November 1987 — service in the Armed Forces of the USSR. From September 1990 to May 2000, he studied at the Kharkiv Law Institute, worked as a senior lecturer, associate professor of the Department of Constitutional Law of Ukraine. From June 2000 to August 2002 — in the position of dean of the Faculty of Law of the Humanitarian and Technical Institute. From September 2002 to August 2014, he worked at the Department of Constitutional and International Law (associate professor, professor of the department), as the head of the institute at the Kharkiv National University of Internal Affairs. From September 2014 to June 2016, he worked as a professor at the Department of Constitutional Law, Faculty of Law, Taras Shevchenko Kyiv National University. From July 2021 to September 2024 – Professor of the Department of Constitutional Law at Taras Shevchenko Kyiv National University of Law. Since June 2016, he has been the head of the department of law faculty of Taras Shevchenko Kyiv National University. From October 2024 — leading researcher of the Department of Constitutional Law and Local Self-Government (from October 1, 2025, Department of Constitutional and Municipal Law) of the Institute of State and Law named after V.M. Koretsky National Academy of Sciences of Ukraine.
Main areas of scientific activity: constitutional law, human rights, constitutional-legal mechanism for ensuring human rights, electoral law, people's power, national mechanism of public power, constitutional reform in Ukraine.
From 2012 to 2013 was an adviser to the Chairman of the Central Election Commission (on a public basis). From December 2018 to September 2019 — acting adviser Minister of Health ’ of Ukraine (on public grounds). From March 2018 to September 2021 — adviser to the Commissioner of the Verkhovna Rada of Ukraine on human rights (on a public basis).
During 2015–2019 was a member of the Constitutional Commission.
Since 2023, he has been an expert of the QS Global Academic Survey on the formation of indicators of academic reputation, which are used in the QS World University Rankings at the global, regional, subject and program levels.
Since 2024, the Office of the Prosecutor General has been involved as a specialist in the work of the International Center for the Prosecution of Crime of Russia's aggression against Ukraine, the purpose of which is the collection and analysis of evidence on the commission of the crime of aggression against Ukraine (its creation is the first step in the formation of an international tribunal).
For active work and scientific activity in 1999–2000, the Cabinet of Ministers of Ukraine awarded a scholarship as a young scientist of Ukraine. Awarded the Ministry of Education and Science award «For Scientific Achievements» (2008), According to the Verkhovna Rada of Ukraine «For services to the Ukrainian people» (2012), Decree of the President of Ukraine Order «For Merit» III century. (2019).
In December 2008, the Decree of the President of Ukraine awarded the title «Honored Lawyer of Ukraine».
