On May 29, 2025, a meeting of the Academic Council of the V. M. Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine was held.
The meeting was opened by the Chairman of the Academic Council, Director of the V. M. Koretsky Institute of State and Law of the NAS of Ukraine, Doctor of Law, Professor, Academician of the National Academy of Sciences of Ukraine, Vice-President of the National Academy of Sciences of Ukraine, Honored Lawyer of Ukraine Oleksandr Skrypnyuk.
A scientific report dedicated to the problems of harmonizing Ukrainian land legislation with the legal values of the EU was delivered by the Head of the Department of Agrarian, Land, Environmental and Space Law, Doctor of Law, Professor, Corresponding Member of the National Academy of Sciences of Ukraine, Honored Worker of Science and Technology of Ukraine Pavlo Kulynich.The relevance of the topic is due to the fact that on the path to Ukraine's accession to the EU, the problem of improving land legislation arises - the need to bring it into line not only with the norms and principles of EU law, but also with the best practices of legal regulation of land relations in EU member states.
According to Pavel Kulynich, in order to bring the agricultural land use system of Ukraine into line with the best practices of legal regulation of agricultural use of agricultural land in EU countries, we consider it necessary to adopt a number of legislative acts.
The second part of the Academic Council meeting was the issue of opening new topics of scientific and research work of the Institute's departments from the first quarter of 2026. The Head of the Department of Civil, Labor and Business Law Problems, Doctor of Law, Professor Anatoly Babaskin made a report on the opening of a new topic of the Department of Civil, Labor and Business Law Problems. The Head of the Department of Criminal Law, Criminology and Judicial System, Doctor of Law, Professor Zoya Zagynei-Zabolotenko made a report on the opening of a new topic of the Department of Criminal Law, Criminology and Judicial System. A report on the opening of a new topic of the Department of Public Administration and Administrative Law was made by a senior researcher of the Department of Public Administration and Administrative Law, Candidate of Law Sciences Viktor Tymoshchuk.
Deputy Director of the V. M. Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine, Corresponding Member of the National Academy of Legal Sciences of Ukraine, Candidate of Law, Honored Lawyer of Ukraine, Chairman of the Competition Commission Vladimir Nagrebelny reported on the results of the competition commission regarding the election to vacant positions: Head of the Department of Civil, Labor and Business Law; Leading Researcher of the Department of Constitutional Law and Local Self-Government; Leading Researcher of the Department of Public Administration and Administrative Law; Senior Researcher of the Department of Criminal Law, Criminology and Judicial System. Doctor of Law, Professor Anatoly Babaskin was elected as the Head of the Department of Civil, Labor and Business Law; Doctor of Law, Professor Oleg Martselyak was elected as the Leading Researcher of the Department of Constitutional Law and Local Self-Government; Doctor of Law, Professor Dmytro Bezzubov was elected as the leading researcher of the Department of Problems of Public Administration and Administrative Law; Candidate of Law Dmytro Gorbachev was elected as the senior researcher of the Department of Problems of Criminal Law, Criminology and Judicial System.
The Academic Council recommended for publication the monograph by V. F. Sirenko "Problems of the Theory of the State".
The composition of one-time specialized academic councils for the defense of the dissertation for the degree of Doctor of Philosophy in the field of 08 Law in the specialty 081 "Law" of 4th-year graduate students was also approved: Zontova D.S., Bilanova O.S., Fokina A.O.
