On November 27, 2025, a meeting of the Academic Council of the V. M. Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine was held.

The meeting was opened by the Chairman of the Academic Council, Director of the V. M. Koretsky Institute of State and Law of the NAS of Ukraine, Doctor of Law, Professor, Academician of the NAPRN of Ukraine, Vice-President of the NAPRN of Ukraine, Honored Lawyer of Ukraine Oleksandr Skrypnyuk.

The meeting of the Academic Council began with a pleasant event - congratulations on the 90th anniversary of Viktor Akulenko, a leading employee of the Department of International Law and Law of the European Union, Doctor of Law, Professor, and congratulations on the 75th anniversary of Yaroslav Zhovnirchik, acting Head of the Department of Public Administration and Administrative Law, Leading Researcher, Doctor of Science in Public Administration, Professor.

Victor Akulenko was the first in domestic legal science to initiate research on a wide range of problems related to the legal protection of the historical and cultural heritage of Ukraine. Thanks to his efforts in the Department of International Law and Comparative Law, as the Department was then called, the concept of the formation and development of international law on the protection of cultural values ​​as a separate branch of international law was formed. Yaroslav Zhovnirchik is actively working on the problems of interaction between central executive bodies and local self-government bodies, the organization of civil servants' activities, improving the system of working with personnel, etc.

The participants of the meeting heard a scientific report on the topic «The Holodomor of 1932-1933 as a genocide of Ukrainians" by Doctor of Historical Sciences, Professor Volodymyr Serhiychuk. Volodymyr Serhiychuk is the author of the book «The Holodomor of 1932-1933 as a Genocide of Ukrainians», which, based on archival documents and eyewitness accounts, justifies the regularity of defining the Holodomor of 1932-1933 in Ukraine as a genocide of Ukrainians in accordance with the UN Convention on the Prevention of Crimes against Humanity.

The attendees heard information from the scientific secretary of the V. M. Koretsky Institute of State and Law of the NAS of Ukraine, Doctor of Law, Professor Angelika Krusyan about the recommendation for the publication of monographs and scientific and analytical notes within the framework of the Project «Conceptual Principles of Law-Making Activity in Ukraine: Resource Provision, Innovations and Risks». Angelika Krusyan also made a proposal to publish all publications within the framework of the Project under one series «Lawmaker's Library».

The Academic Council recommended for publication: Monographs: 1. Agrarian and land law of Ukraine in the context of modern existential challenges: conceptual principles of development. 2. Dovkillev legislation of Ukraine in the context of multidimensional challenges and threats. 3. Conceptual principles of lawmaking in the field of criminal justice. 4. Lawmaking in Ukraine in the context of the development of the doctrine and practice of international law. 5. Development of constitutional legislation of Ukraine: conceptual principles and trends. Scientific and analytical notes: 1. Adaptation of agrarian legislation of Ukraine to the acquis communautaire of the European Union. 2. Current problems of the development of space legislation of Ukraine. 3. Doctrinal and applied aspects of the organization and improvement of the legislation of Ukraine. 4. Conceptual principles of the development of administrative legislation and the administrative process in Ukraine. 5. Conceptual principles of the development of Ukrainian legislation in the field of social protection in the context of European integration. 6. Conceptual principles of the development of Ukrainian criminal legislation - from the past to the future (theoretical and applied aspect). 7. Conceptual principles of the development of Ukrainian labor legislation in post-war and European integration challenges. 8. The concept of systematization of post-war legislation of Ukraine. 9. Priority areas and tasks of the development of Ukrainian constitutional legislation: conceptual aspect. 10. The judiciary of Ukraine in the context of European integration transformations. 11. Improvement of criminal procedural legislation in the field of digitalization of criminal justice and the procedure for restoring lost materials of criminal proceedings. 12. Digital transformation of Ukrainian land legislation and its harmonization with EU legal values: status and prospects.

Within the framework of the implementation of the research project «International Law and the Ukrainian State: Challenges of War, Security Problems and Development Prospects», Stage I «Development of the Ukrainian State in Conditions of War: Problems of the Correlation and Interaction of National and International Law». 

Monograph: «Ukrainian State: Challenges of War, Security Problems and Development Prospects». Scientific and Analytical Notes: 1. The Human Right to Peace: International Standards and Problems of Implementation in Conditions of the Challenges of the Russian-Ukrainian War. 2. Constitutional and legal support of national security in Ukraine: challenges of war and prospects for development.

The attendees heard information from Iryna Kresina, Doctor of Political Sciences, Professor on the recommendation for publication of the scientific and analytical note «Ukrainian paradigm of a just society: legal and political aspects».

The Academic Council recommended for publication the scientific and analytical note «Ukrainian paradigm of a just society: legal and political aspects».

The Scientific Secretary of the V. M. Koretsky Institute of State and Law of the NAS of Ukraine Angelika Krusyan informed about the publication on the official website of the Institute of an electronic collection of abstracts of the Round Table reports on the topic: «Lawmaking in the sphere of criminal justice: on the way from war to peace», which took place at the V. M. Koretsky Institute of State and Law of the NAS of Ukraine on October 10, 2025.

The decision of the competition committee was reported by Deputy Director of the V. M. Koretsky Institute of State and Law of the NAS of Ukraine, Corresponding Member of the National Academy of Sciences of Ukraine, Candidate of Law, Honored Lawyer of Ukraine Vladimir Nagrebelny.
