Expert discussion «Protection of the rights of military personnel: science and practice: synergy and interdisciplinarity»
On November 7, 2025, an expert discussion was held at the V.M. Koretsky Institute of State and Law of the NAS of Ukraine «Protection of the rights of military personnel: science and practice: synergy and interdisciplinarity».
The event was attended by scientists, representatives of state authorities, doctoral students, postgraduate students of academic institutes and universities in Kyiv, and representatives of civil society.
The Director of the Institute, Vice-President of the National Academy of Sciences of Ukraine, Academician of the National Academy of Sciences of Ukraine, Oleksandr Skrypnyuk, delivered a welcoming speech. The dialogue was moderated by Doctor of Law, Judge of the Grand Chamber of the Supreme Court, Scientific Secretary of the Scientific Advisory Council at the Supreme Court Oleg Tkachuk and Deputy Director of the V. M. Koretsky Institute of State and Law of the NAS of Ukraine, Academician-Secretary of the Department of Theory and History of State and Law of the NAPRN of Ukraine, Academician of the NAPRN of Ukraine Nataliya Onishchenko.
The Chief Justice of the Supreme Court Stanislav Kravchenko; Acting Chief Justice of the Constitutional Court of Ukraine Oleksandr Petryshyn; and rector of the National Academy of the Security Service of Ukraine Andriy Chernyak; Head of the National Defense University of Ukraine Mykhailo Koval; Member of the Central Election Commission Olexander Karmaz.
Within the first panel — «Protection of the rights of military personnel: effective mechanisms of a modern democratic state», experts spoke about the role of civil society institutions in ensuring the rights and freedoms of military personnel (N.M. Onishchenko); modern legislative initiatives in the field of protecting the rights of military personnel, in particular, the need to create a system of military courts as an effective mechanism for judicial protection of the rights of military personnel (deputies of the Verkhovna Rada of Ukraine — M.E. Dyrdin, S.V. Vlasenko, O.A. Dunda); current legislative changes in ensuring equal rights and opportunities for women and men in the Armed Forces of Ukraine (Advisor to the Chief of the General Staff of the Armed Forces of Ukraine on gender issues O.V. Grigor’eva);protection of the electoral rights of servicemen (member of the Central Election Commission O.O. Karmaza); the role of military justice bodies in ensuring the protection of the rights of servicemen (head of the Main Department of Military Justice of the Ministry of Defense of Ukraine O. V. Muravyov and a representative of the General Staff of the Armed Forces of Ukraine); international standards of judicial protection of the rights of military personnel (Chairman of the Committee on the Rule of Law of the National Bar Association of Ukraine M.I. Stavniychuk).
The second panel — «Current judicial practice and the science of military law as the basis for protecting the rights of servicemen» examined judicial practice in cases related to the war (judges of the Grand Chamber of the Supreme Court — N.S. Stefaniv, O.A. Hubska), as well as methodological approaches to updating the concepts of judicial protection of the rights of military personnel (judge of the local general court M.S. Bulkat); issues of protecting the labor rights of military personnel (head of the department of the National Academy of the Security Service of Ukraine L.Yu. Malyuga); directions of development of military law and military justice in Ukraine (associate professor of the department of the National Institute of Military and Military Justice of the Taras Shevchenko National University of Kyiv V.Y. Pashynsky and Head of the Scientific Laboratory of Military and International Humanitarian Law of the DNU “Institute of Information, Security and Law of the National Academy of the Security Service of Ukraine”; P.P. Bogutsky); certain aspects of the protection of the rights of military personnel by the court (Associate Professor of the National Academy of the Security Service of Ukraine N.A. Sergienko); current problems of international cooperation in the field of protection of the rights of military personnel (Chairman of the Committee on Constitutional Law, Administrative Law and Human Rights of the Ukrainian Bar Association D.A. Yevdokimov); educational, social and psychological approaches to supporting military personnel and veterans (Vice-Rector for Administrative and Personnel Affairs of the Open International University of Human Development «Ukraine» I.V. Talanchuk).
Based on the results of the discussion, experts formulated recommendations on the methodological foundations of scientific support and practical implementation of the problems of ensuring the rights of military personnel, and further strategic development of mechanisms for protecting the rights of military personnel.
