In 1979, she graduated from Kyiv State University named after T. G. Shevchenko (now — Kyiv National University named after Taras Shevchenko; (specialist diploma with honors). Since 1979, he has been working at the Institute of State and Law named after V. M. Koretsky National Academy of Sciences of Ukraine, where she held the positions of research intern, junior researcher, researcher, senior researcher (1979–2003), from 2003 to 2006 — leading researcher, since 2006 — head of the Department of Theory of the State and Law, and from 2022 — deputy director of the Institute.
In 1985, she defended her thesis for the degree of candidate of legal sciences. In 1992, she was awarded the academic title of senior researcher. In 2002, she defended her dissertation for the degree of Doctor of Legal Sciences on the topic: «Theoretical and methodological foundations of the formation and development of the legal system». The scientific degree of Doctor of Legal Sciences was awarded in 2002. The academic title of professor was awarded in 2004. Elected as a corresponding member of the Academy of Legal Sciences of Ukraine (now — National Academy of Legal Sciences of Ukraine) in 2008, full member (academician) — in 2014.
The sphere of her scientific interests consists of fundamental problems related to the functioning and development of the national legal system, its essence, nature, functions, the mechanism of interaction of modern legal systems, increasing the effectiveness of domestic legislation, the social dimension of law, legal culture, legal consciousness, the legal position of a person in the European Union and Ukraine in the context of their interdependence and interrelationship, as well as the problems of the essence, purpose and place of law in modern social life, the interaction of civil society and the state, problems of normative design, issues of law and state formation, the essence and significance of legal analytics, legal prognostication and legal monitoring. A separate research vector is gender issues.

Takes an active part in the development and examination of many important draft laws of Ukraine (Draft Law of Ukraine "On Law-making Activities", Draft Law of Ukraine "On Regulatory and Legal Acts", Draft Law of Ukraine "On Gender and Legal Expertise", Draft Law of Ukraine " About the basic principles of state veteran policy, etc.), carries out extensive public activities aimed at establishing a legal and social state in Ukraine (Forum "Association of Social Development through Law", National Forum "Constitutional Justice: Today's Challenges and Solutions", NGO "Institute of Innovations: Women. Science. Politics. Business" etc.).
As a member of working and expert groups actively participates in international conferences, seminars, conducting monitoring studies, implementing projects within the framework of the National Academy of Sciences of Ukraine. On her initiative, the Center for Legal Studies of Gender Policy was established at the Institute of State and Law named after V.M. Koretsky National Academy of Sciences of Ukraine.
