On August 19, 2025, the V. M. Koretsky Institute of State and Law of the NAS of Ukraine hosted a Round Table "The State-Building Path from the Proclamation to the Protection of Ukraine's Independence: Legal Foundations and Current Challenges" (to the 34th anniversary of the Declaration of Ukraine's Independence).

The organizers of the Round Table were the National Academy of Sciences of Ukraine, the V. M. Koretsky Institute of State and Law of the NAS of Ukraine, the National Academy of Legal Sciences of Ukraine, and the Association of Ukrainian Lawyers. The Round Table was attended by leading legal scholars of Ukraine, representatives of the National Academy of Sciences of Ukraine, the V. M. Koretsky Institute of State and Law of the NAS of Ukraine, the National Academy of Legal Sciences of Ukraine, their branches, people's deputies of Ukraine of the 1st convocation, the Deputy Head of the Office of the President of Ukraine, judges of the Supreme Court, representatives of scientific institutions, higher education institutions, doctoral and postgraduate students, representatives of civil society institutions.

The thematic areas of the Round Table were: constitutional and legal foundations and guarantees of Ukraine's independence; current problems of legal support for the protection of Ukraine's independence, state sovereignty and territorial integrity in the context of modern challenges of armed aggression by the Russian Federation; implementation of institutional mechanisms and instruments for controlling the exercise of powers and obligations to protect the independence and territorial integrity of Ukraine under martial law; trends in improving legislation and law enforcement practice to increase the effectiveness of protecting the independence of Ukraine; international legal mechanisms for the protection and consolidation of Ukraine's independence.

The participants of the event were welcomed by the Director of the V. M. Koretsky Institute of State and Law of the NAS of Ukraine, Doctor of Law, Professor, Academician of the National Academy of Sciences of Ukraine Oleksandr Skrypnyuk. In his speech, Oleksandr Vasylyovych, in particular, outlined the main stages of the formation of Ukrainian statehood throughout its thousand-year history. The restoration of Ukraine's state independence marked the emergence of a new state in the center of Europe, which became an event of planetary scale in the second half of the 20th century. In view of this, prospects for national statehood and the construction of a national state opened up in Ukraine. « Today, — Oleksandr Vasylyovych emphasized, — we should learn the lessons of the state-building process, which includes both positive achievements and miscalculations. The 34th anniversary of Ukraine's independence puts on the agenda a number of challenges that require a systemic solution. ». « "The state now faces a primary task - to ensure its viability, national security, and the protection of the lives, rights, and freedoms of citizens in the face of large-scale hostilities and threats to the very existence of statehood," concluded Olexandr Skrypnyuk.

Welcome speeches were delivered by Iryna Mudra, Deputy Head of the Office of the President of Ukraine; Olexander Bandurka, First Vice-President of the National Academy of Law and Human Rights of Ukraine, Doctor of Law, Professor, Academician of the National Academy of Law and Human Rights of Ukraine; Volodymyr Ustimenko, Director of the State Institution «V.K. Mamutov Institute of Economic and Legal Research of the National Academy of Sciences of Ukraine», Doctor of Law, Professor, Corresponding Member of the National Academy of Sciences of Ukraine, Corresponding Member of the National Academy of Sciences of Ukraine, as well as Refat Chubarov, Chairman of the Mejlis of the Crimean Tatar People.

In particular, Iryna Mudra, Deputy Head of the Office of the President of Ukraine, who was invited to deliver a welcoming speech, noted that the Ukrainian law school is rich in heritage and achievements, which are the foundation of our future. «Your work, — is part of defense, part of recovery, part of justice», — emphasized Iryna Mudra.

After the introductory and welcoming remarks, the main part of the Round Table began, at which leading scientists of our country made reports dedicated to the current problems of legal support for the protection of the independence, state sovereignty and territorial integrity of Ukraine. Summing up the results of the Round Table, Olexander Skrypnyuk noted that today scientists have come together to discuss current issues of improving legislation and law enforcement practice to increase the effectiveness of protecting Ukraine's independence.
