Yuriy Serhiyevich Shemshuchenko — adviser at the directorate of the Institute of State and Law named after V. M. Koretsky National Academy of Sciences of Ukraine.
In 1962, he graduated from the Faculty of Law of Kyiv State University named after T. G. Shevchenko (now — Taras Shevchenko Kyiv National University).
In 1962–1966, he worked as an assistant prosecutor, a district prosecutor in the Sumy region.
During 1966–1969, he studied at the Institute of State and Law of the Academy of Sciences of the Ukrainian SSR (now — Institute of State and Law named after V. M. Koretsky of the National Academy of Sciences of Ukraine), after graduating from which he worked at the same institute: from 1972 – senior researcher, since 1979 — head of the department (from 1988 to 2022) — director of the Institute, and from 2022 — advisor to the Institute's directorate.
In 1970, he defended his dissertation for the degree of candidate of legal sciences on the topic: "Prosecutorial supervision of legality in the activities of the executive committees of local councils" (specialty 12.00.02), in 1979 — dissertation for obtaining the scientific degree Doctor of Legal Sciences on the topic: "Organizational and legal problems of state management of environmental protection in the USSR" (specialty 12.00.02, now — 12.00.07).
The academic title of professor was awarded in 1985. Elected full member (academician) of the National Academy of Sciences of Ukraine in 1992, full member (academician) of the Academy of Legal Sciences of Ukraine (now — National Academy of Legal Sciences of Ukraine) in 1993.
Specialist in the field of constitutional, administrative, environmental, agrarian, space law, history of the state and law, etc.
Published more than 900 scientific works, including 35 individual and collective monographs in the field of constitutional, administrative, environmental, space and some other fields of law, theory and history of the state and law, etc. He initiated and organized the publication of the 6-volume "Legal Encyclopedia" (1996–2004), 10-volume " Anthologies of Ukrainian legal thought (2002-2005), the Great Encyclopedic Legal Dictionary, the multi-volume "Space legislation of the countries of the world". He was a member of the Constitutional Commission of the Verkhovna Rada of Ukraine and the working group on the development of the draft Constitution of Ukraine in 1996, and was also a member of the Commission for the preparation of amendments to the Constitution of Ukraine and other draft laws (2000) and the National Constitutional Council (2008), the Constitutional Assembly (2012–2014).
Since 2015, he has been actively working as part of the Constitutional Commission on amendments and additions to the Constitution of Ukraine. For ten years (1994–2004), he headed the Commission on Citizenship under the President of Ukraine.
He is a member of the Social Sciences Section of the Committee on State Awards of Ukraine in the field of science and technology (since 1993). One of the co-authors of draft laws of Ukraine "On environmental protection", "On the legal regime of the territory exposed to radioactive contamination as a result of the Chernobyl disaster", "On energy conservation", "On hunting and hunting", " About scientific and scientific and technical activity", the Land Code of Ukraine and many others, which formed the foundations of modern environmental legislation and law of Ukraine. He is one of the initiators of the development of an international global treaty on environmental protection (Ecological Constitution of the Earth) as an act of a universal nature, which would regulate the entire complex of social relations on issues of international environmental security, and determine effective mechanisms for achieving the established goals.
He is an expert of the Council of Europe, a member of the International Court of Arbitration, the International Council on Environmental Law, the Environmental Law Commission of the International Union for the Protection of Nature, an honorary member of the Institute of Legal Studies of the Polish Academy of Sciences, a member of the International Academy of Comparative Law, a participant in many international scientific conferences, a member of the Ukrainian delegation at the sessions of the UN General Assembly.
Since 1998, he heads the International Center for Space Law of the National Academy of Sciences of Ukraine. Head of the Specialized Academic Council for the Defense of Dissertations for the Doctor of Science Degree at the Institute. He personally trained more than 30 doctors and candidates of legal sciences, initiated the creation of a new educational institution — Kyiv University of Law of the National Academy of Sciences of Ukraine and was its rector for 10 years (1995–2005)
Awards: Honored Worker of Science and Technology of Ukraine (1995). Awarded the Order of Prince Yaroslav the Wise III century. (2009), IV century (2006), V century. (1999), with the Order of Merit III century (2010), the Order of Volodymyr Monamakh (2015), Certificate of Honor of the Verkhovna Rada of Ukraine (2002), Certificate of honor of the Cabinet of Ministers of Ukraine (2003), award of the National Academy of Sciences of Ukraine "For preparation of scientific change" (2015), medal of the National Academy of Sciences of Ukraine (2015), award of the Constitutional Court of Ukraine (2015). For the preparation and publication of textbooks for students of legal specialties of higher education institutions» (2014), the State Prize of Ukraine in the field of science and technology in 2004 — for the multi-volume scientific work "Legal Encyclopedia" (as part of the team).
