The phenomenon of the implementation of law in the context of modern scientific discourse

 On April 15, 2025, the 16th annual International Scientific and Practical Conference "The Phenomenon of Law Implementation in the Context of Modern Scientific Discourse" was held at the V.M. Koretsky Institute of State and Law of the NAS of Ukraine.

The conference was attended by leading legal scholars of Ukraine, in particular, 33 doctors of science, more than 40 candidates of law and candidates for the educational level of Doctor of Philosophy in the field of law, representatives of 13 domestic higher education institutions and two higher education institutions of the Republic of Poland, representatives of higher state authorities, including the People's Deputy of Ukraine, young scientists, as well as postgraduate students of leading scientific institutes and higher education institutions of Ukraine.

All conference participants polemically and, at the same time, tolerantly discussed fundamental problems related to ensuring the progressive state and legal development of Ukraine, in particular in conditions of war, post-war peacebuilding and the reconstruction of the Ukrainian state, primarily those factors that have a decisive influence on the improvement of law enforcement practice in the conditions of democratic development. In this context, special attention at the conference was paid to the issues of law enforcement and transformation of Ukrainian legislation in modern conditions.

The opening speech at the conference was delivered by the Director of the V.M. Koretsky Institute of State and Law of the NAS of Ukraine, Doctor of Law, Professor, Academician of the National Academy of Law of Ukraine, Honored Lawyer of Ukraine Oleksandr Vasylyovych Skrypnyuk. Oleksandr Vasyliovych, in particular, welcomed the participants of the conference and noted the relevance of studying the issues of the implementation of law in the context of modern global political and economic upheavals, an unprecedented crisis of international law and order,as well as challenges associated with the transition from traditional forms of law enforcement to new approaches to legally ensuring the quality of public life. In his speech, Oleksandr Vasylyovych also emphasized that modern problems of law enforcement require a comprehensive approach to their solution, as well as ensuring active interaction between scientific and government circles and, of course, relevant civil society institutions.

After the introductory and welcoming remarks, the main part of the conference began, at which leading scientists from our country, as well as from foreign countries, delivered reports dedicated to the current problems of development and improvement of the process of implementing law in Ukraine, strengthening human rights structures and integrating new technologies into the legal sphere in order to create a fair and effective legal order in the conditions of rapid transformations of the modern world.In particular, the following speakers at the conference were: O.S. During the speeches of leading Ukrainian and foreign scholars, topical problems of the implementation of law in Ukraine in modern conditions were discussed, in particular, the issue of ensuring the quality of legislation as a factor in the effectiveness of the implementation of law, the application of public law norms by administrative courts under the legal regime of martial law; the role of scientific thought in the EU legislative process, legal protection of individuals in the EU Member States; implementation of the Constitution of Ukraine; the relationship and interaction of the categories of "implementation of law", "implementation of law" and "legal practice"; legislative model and legal practice of military chaplaincy; effectiveness of law enforcement in the national security system; current issues of implementation of international humanitarian law, as well as implementation of law in a digital and information state, etc.
