SIRENKO Vasil Fedorovych — specialist in the field of theory of state and law, problems of development of the legal system of Ukraine, public administration, Doctor of Laws (1985), professor (1997), corresponding member of the NAS of Ukraine (1993), full (academician) of the NAPRN of Ukraine (1995), Honored Worker of Science and Technology of Ukraine (1993).
In 1971 he graduated from the Law Faculty of the Taras Shevchenko Kyiv State University (now Taras Shevchenko Kyiv National University). In the same year he began working at the V. M. Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine: 1971—1972 — intern-researcher; 1972—1977 — junior researcher; 1977—1986 — senior researcher; 1986—1988 — leading researcher; 1988—1989 — chief researcher; 1989—1998 — head of department; since 1998 — chief researcher of the Department of Theory of State and Law. From 1998 to 2002 — People's Deputy of Ukraine of the 3rd convocation. Chairman of the Committee on Legal Reform (1998—2000), then member of the Committee on Legal Policy.
From 2002 to 2006 — People's Deputy of Ukraine of the 4th convocation, Deputy Chairman of the Committee of the Verkhovna Rada of Ukraine on Legal Policy.
Since 2007 — Chief Researcher of the V. M. Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine.
He is a member of the editorial boards of scientific publications: «Legal Encyclopedia: in 6 volumes» (1996–2004), «Anthology of Ukrainian Legal Thought: in 10 volumes» (2002–2005), «Great Encyclopedic Dictionary: Legal Dictionary»(2007, 2012), as well as the council of honorary members Honoris Causa of the legal journal «Pravo Ukrainy» and the editorial boards of the journals «Almanach prava», «Derzhava i pravo», «Právova derzhava», «ScienceRise: Juridical Science», etc. He worked as part of the Constitutional Assembly (2012-2014), participated in the development of draft laws of Ukraine «On the Judiciary», «On the People's Enterprise», «On Scientific and Technical Policy», the Economic Code, etc.
The scientist's field of scientific activity is the problems of the theory of state and law, constitutional law, and the judicial system.
He was one of the first in legal science to begin developing the problem of the formation and implementation of social interests in managerial activities, their place and role in public administration.He published 5 individual monographs on these problems. While researching the problems of the judicial system, he first proposed the concept of reforming justice in Ukraine, which is based on the idea of precedent decisions of the Supreme Court of Ukraine being mandatory for consideration by higher courts of Ukraine, which practically causes corruption in the courts. Investigating the problem of the separation of powers in Ukraine, the scientist came to the conclusion that in Ukraine, in addition to the legislative, executive and judicial branches, the separation of powers should also include a fourth branch — state control in Ukraine, which covers all spheres of state activity.

Awarded with the Order of Prince Yaroslav the Wise, 5th degree (2019) and the Order of Merit, 2nd degree of the Union of Lawyers of Ukraine (2019), Diploma of Honor of the Verkhovna Rada of Ukraine (2003), Distinction of the NAS of Ukraine «For Professional Achievements» (2021), awarded the D. Z. Manuilsky Prize of the National Academy of Sciences of Ukraine for a series of works on topical issues of the theory and practice of Soviet public administration in the conditions of mature socialism (1985), Winner of the Yaroslav the Wise Prize for outstanding achievements in scientific research on legal problems (2007), etc.
