Department of Civil and Legal Sciences
As a separate constituent unit of the Institute, the Department of Problems of Improving Legislation, Civil and Labor Law was established in June 1982, and its current name, the Department of Problems of Civil, Labor and Business Law, was given in 1989. Since October 2025, the Department has received its current name - the Department of Civil and Legal Sciences.
Since its foundation, the Department has employed prominent legal scholars, including Z.K. Symorot, A.R. Matsyuk, E.O. Monastyrsky, Ya.M. Shevchenko, I.M. Kucherenko, and others, and powerful academic schools of civil and labor law have been created.
In 1988, one of the landmark monographs for the science of labor law, A.R. Matsyuk's "Labor Relations of a Developed Socialist Society", was published, in which a comprehensive analysis of the system of labor relations was conducted for the first time, and individual and collective labor relations were studied.
In 1999-2001, the collective monographs “Improvement of Labor Legislation in Market Conditions” and “Establishment and Development of Civil and Labor Legal Relations in Modern Ukraine” were published. Significant achievements for the science of labor and civil law of Ukraine were the monographic studies of N.M. Khutoryan “Theoretical problems of material liability of parties to labor relations” (2002). and I.M. Kucherenko “Organizational and legal forms of legal entities under private law” (2004).
In the context of the general codification of legislation in the early 2000s, the collective monographs “Development of Civil and Labor Legislation in Ukraine” and “Establishment and Development of Civil and Labor Legal Relations in Ukraine” became relevant scientific achievements of the department’s employees. The department's employees also actively participated in the development of the draft of the currently valid Civil Code of Ukraine and the draft Labor Code of Ukraine.
Among the achievements of the department should be noted not only monographs, but also thorough educational and methodological materials, textbooks, in particular, “Civil Law of Ukraine: Academic Course”, edited by Ya.M. Shevchenko, and “Labor Law of Ukraine: Academic Course”, edited by N.M. Khutoryan.
From 1989 to 2013, the permanent head of the department for almost a quarter of a century was Yaroslavna Mykolaivna Shevchenko, Doctor of Law, Professor, Academician of the National Academy of Laws of Ukraine. Under her leadership, a powerful scientific school of civil law developed at the Institute, the main areas of research of which were legal problems of property rights and contractual relations. Its representatives include: I.M. Kucherenko, M.V. Venetska, G.P. Tymchenko, I.F. Sevryukova, A.Yu. Babaskin, O.M. Molyavko, S.E. Morozova, G.V. Eremenko and others.
In parallel with the development of civil law issues, the department actively developed labor law topics. The founder and head of the recognized scientific school of labor law at the Institute is rightfully considered Doctor of Law, Professor, Corresponding Member of the National Academy of Labor and Social Sciences of Ukraine, Honored Worker of Science and Technology N.M. Khutoryan, who was the head of the department in 2013-2019. Under her scientific guidance, the department trained 5 doctors of science and more than 20 candidates of law. Under the scientific editorship of N.M. Khutoryan, about 10 collective monographs devoted to the problems of labor and pension legislation were published, in particular, “Codification of Labor Legislation of Ukraine” (2010) and “Problems of applying labor and pension legislation of Ukraine” (2015), “Legal problems of labor and pension legislation of Ukraine in the context of European integration” (2017).Among the representatives of this scientific school are such well-known scientists in the science of labor law and social security law as: S.V. Vyshnovetska, L.P. Garashchenko, V.L. Kostyuk, Ya.V. Simutina, M.M. Shumylo, etc.
Since January 1, 2020, the Department of Civil, Mining and Business Law has been headed by Doctor of Law, Senior Researcher A.Yu. Babaskin.
Currently, the department employs 11 employees, including: Doctors of Law (A.Yu. Babaskin; Ya.V. Simutina; G.P. Tymchenko), Candidates of Sciences (Yu.L. Boshytsky; M.V. Venetska; O.M. Molyavko; I.F. Sevryukova; G.A. Trunova).
The Department of Civil, Labor and Business Law of the V.M. Koretsky Institute of State and Law of the NAS of Ukraine is a leading scientific unit in Ukraine, which ensures the development of scientific issues related to the study of current problems of civil law and civil procedure, family, housing, economic law, as well as problems of labor law and social security law. The scientific work of the department is aimed at fundamental research into legal problems of property rights, contractual relations, problems of legal regulation of the financial services market, basic principles of judicial proceedings and principles of civil procedural law, as well as fundamental scientific research in the field of current problems of legal regulation of labor and pension relations, application of labor and pension legislation, problems of reforming labor and pension legislation in the context of modern European integration challenges.
