Optimization of law-making activity: theoretical and applied principles
(Q1 2022 — Q4 2024)

The purpose of the study is to conduct a scientific analysis of law-making, determine its essence and significance, and highlight trends in the development and improvement of law-making activity in Ukraine. Under modern conditions, law-making practice in Ukraine has undergone fundamental changes. The work of the Verkhovna Rada of Ukraine in the field of law-making has been significantly intensified. However, the state of affairs in this area does not yet meet the real needs of today. New mechanisms are needed that would contribute to the implementation and further development of legislation, which would become an effective means of achieving social compromises.

The methodological basis of the study will be the following approaches and methods: the provisions of dialectics, the structural-functional, comparative, logical-dogmatic method and the method of systemic analysis of domestic, foreign and international legal regulations.

General plan of the study: to investigate the essential principles of lawmaking; to highlight the issues of practical implementation of lawmaking activities in Ukraine and to identify trends in its development and ways of improvement in the context of overcoming crisis processes in society.

The relevance of scientific research. The current state of scientific research on lawmaking and the practice of lawmaking itself actualize the issue of its comprehensive rethinking as a phenomenon that develops and functions in the conditions of a transitional, transformational society. This is due to the definition of lawmaking as a condition and means not only of updating the legislative framework, but also as the basis for developing regulatory provisions aimed at counteracting and overcoming the consequences of crisis processes occurring in society. The institution of lawmaking is developing in conditions of general politicization of society, which influences the development of the phenomenon of lawmaking as a means of legally consolidating the interests of political forces that have a dominant significance and play a leading role in the political arena. The development of lawmaking is accompanied by the spread of "lobbying", which is a means of realizing certain interests (political, economic, corporate, etc.) and consolidating them with the help of legal norms by adopting regulatory legal acts; "corporatization of lawmaking", which can become a tool for implementing and ensuring the interests of certain social groups, which in turn can further destabilize the development of society.

Expected results: collective monograph (total volume 25 d.a.), analytical note, scientific articles for professional collections and journals, participation in scientific conferences, seminars, round tables, etc.
