Koretsky Institute of State and Law of the NAS of Ukraine, Honored Lawyer of Ukraine (2002), Winner of the State Prize of Ukraine in the field of science and technology (2005), Academician (2002), Corresponding Member (1993) of the Ukrainian Ecological Academy of Sciences (Department of Law and Management).
Winner of the State Prize of Ukraine in the field of science and technology (2005), Academician (2002), Corresponding Member (1993) of the Ukrainian Ecological Academy of Sciences (Department of Law and Management). and interned on issues of global security, environmental protection, implementation of international treaties and other issues at Cambridge, Oxford, De Montfort Universities (Great Britain), the Academy of Educational Development (USA), the UN Economic Commission for Europe, the Council of Europe, and European Commissions.
In 1992, he defended his dissertation for the degree of Candidate of Geographical Sciences on the topic: «Analysis of the Organization of Geosystems for Optimization of Environmental Protection», Associate Professor (2007).
The main area of scientific interests is environmental, energy, nuclear, constitutional, international law, legal support for public administration, sustainable development, environmental protection, preservation of natural diversity, territorial planning, development of scientific and scientific and technical activities.
Since 1979, after completing his postgraduate studies, he worked at the State Committee of the Ukrainian SSR for Nature Protection as an inspector, leading inspector for protected areas, assistant to the Chairman of the State Committee, head of the department (sector) of science and international cooperation, in 1990—1996 — senior, chief Consultant of the Verkhovna Rada of Ukraine Committee on Environmental Policy, subsequently, until November 2006 — Chief Consultant, Head of Department, Deputy, First Deputy Head of the Main State and Legal Department of the Administration of the President of Ukraine. Since February 2007, he has been working at the V.M. Koretsky Institute of State and Law of the NAS of Ukraine.
He constantly combined public service with scientific, teaching and public activities. One of the developers of modern scientific and organizational principles of environmental protection in Ukraine, co-author of the most important draft laws in the field of environmental law, in particular, the draft Laws of Ukraine «On Environmental Protection, «On the Nature Reserve Fund of Ukraine, «On the Ecological Network, «On Environmental Audit, «On Waste, «On the Red Book of Ukraine, Water and Forest Codes, as well as draft laws on amendments to the Constitution of Ukraine, holding elections, territorial organization of power, regional policy, stimulating the development of regions, administrative reform, functioning of the Cabinet of Ministers of Ukraine, other executive bodies, the Autonomous Republic of Crimea, local self-government, territorial planning. Participated in the preparation of a number of international treaties.
Coordinator and executor of numerous national and international scientific projects and programs, including the National Academy of Sciences of Ukraine, the Ministry of Ecology and Natural Resources, the Ministry of Regional Development, Construction and Housing and Communal Services, the Global Environmental Fund, the World Bank, the UNECE, the Council of Europe on sustainable development, conservation of natural diversity, waste management, creation of a national environmental monitoring system, environmental information systems to support management decisions, development of environmentally friendly business activities, local self-government, regional, environmental policy, legal support for energy policy, energy conservation, use of alternative energy sources, etc.
Representative of Ukraine in the Committee of Senior Officials on Spatial Planning (CEMAT, Council of Europe, 2001—2008), for a long time was an expert on environmental policy of the UNECE, the European Center for Environmental Policy (Brussels).
VicePresident of the Ukrainian Geographical Society (since 2004). Member of the Union of Lawyers of Ukraine.
Author and co-author of over 150 scientific publications published in Ukraine and abroad, 19 of which are monographs, reference books, textbooks, and legislative commentaries. He teaches courses under his own programs: «Environmental Law», «Environmental Law», «Natural Resources Management», «International Environmental Agreements», «Legal Principles of Tourism Activities», organizer and participant of numerous international and all-Ukrainian scientific congresses, conferences, seminars, etc.
He was one of the initiators of the preparation and publication of the National Atlas of Ukraine, secretary of the corresponding Coordination Council. Participated in the development of the UNECE Guidelines on Public Participation in Environmental Decision-Making (1996). Was a member of the National Committee for the Preparation and Organization of the 5th European Conference of Ministers of the Environment, which took place in Kyiv in 2003. In 2001—2008, he represented Ukraine in the Committee of Senior Officials of the European Conference of Ministers Responsible for Regional/Territorial Planning (CSO CEMAT, Council of Europe), participated in the preparation of relevant documents of this Committee, and in the holding of two such European conferences (Ljubljana, Slovenia, 2003; Lisbon, Portugal, 2006).
Awarded with the Certificate of Honor of the Cabinet of Ministers of Ukraine for special services in the development of local self-government (2002), the award of the National Academy of Sciences of Ukraine «For professional achievements», the Badge of Honor of the Supreme Administrative Court of Ukraine for significant contribution to the development of justice, marked With gratitude from the President of the Association of Cities of Ukraine for a significant contribution to the establishment and development of local self-government and active participation in the work of the Association of Cities of Ukraine, Honored Employee of the Hydrometeorological Service of Ukraine, Laureate of the All-Ukrainian competition for the best professional achievement «Lawyer of the Year» in the nomination of a lawyer of state authorities and local self-government bodies (1999, 2002).
