XVII Annual International Scientific and Practical Conference “Mechanism of Law Implementation in the Context of Modern Transformations”

On March 24, 2026, at the V. M. Koretsky Institute of State and Law of the NAS of Ukraine in a mixed format (offline and online in video conference mode on the ZOOM platform), the XVII Annual International Scientific and Practical Conference “Mechanism of Law Implementation in the Context of Modern Transformations” was held.

The conference was attended by leading domestic scientists, judges of the Supreme Court, people's deputies of Ukraine, and scientists from foreign countries. This scientific event brought together researchers, teachers, practitioners and students around an extremely relevant issue - the effective functioning of law in conditions of profound social changes.

The discussion focused on the essence and content of the mechanism of law enforcement: traditional approaches and conceptual renewal; forms of law enforcement: modern requirements of legal development and main trends of transformation; formal and real law enforcement: between purpose and result; transformation of forms of law enforcement in conditions of martial law and other emergency legal regimes; the influence of international and European law on the national mechanism of law enforcement and its forms; the content and methods of law enforcement in the aspect of digitalization of social relations; directions for improving forms of law enforcement in conditions of legal reforms.

The Director of the V. M. Koretsky Institute of State and Law of the NAS of Ukraine, Doctor of Law, Professor, Academician of the NAPRN of Ukraine, Honored Lawyer of Ukraine Oleksandr Skrypniuk addressed the participants of the Conference with a welcoming speech. In his opening speech, Oleksandr Skrypniuk noted that the conference is taking place within the framework of the project “Strategy for the Development of Ukrainian Legislation in the Post-War Period”, and is being carried out in the period 2025-2027. 13 scientific notes and 5 monographic studies were published, devoted to all branches of legal science, except for economic and civil law. In the context of modern transformations, covering both global and local processes, — the speaker emphasized, — the study of the mechanism of law implementation is becoming particularly relevant. Changes in the political, socio-economic and cultural spheres, the development of digital technologies, the convergence of legal systems and the complication of public administration structures necessitate a rethinking of traditional approaches to the implementation of law and the definition of new criteria for its effectiveness. After the welcoming and introductory remarks, the main part of the Conference began. Summing up the results of the XVII annual International Scientific and Practical Conference, Nataliya Parkhomenko, Head of the Department of Theory of State and Law of the V. M. Koretsky Institute of State and Law of the NAS of Ukraine, Doctor of Law, Professor, Corresponding Member of the NAS of Ukraine, Corresponding Member of the NAPRN of Ukraine, Honored Lawyer of Ukraine, noted that the current event has theoretical and practical significance for the development of the legal system of Ukraine in the conditions of extremely complex challenges associated with ensuring law and order under martial law, European integration and digitalization of social relations.

In turn, Oleksandr Skrypnyuk, Director of the V. M. Koretsky Institute of State and Law of the NAS of Ukraine, Doctor of Law, Professor, Academician of the NAPRN of Ukraine, Honored Lawyer of Ukraine, emphasized that the current event has practical significance for the development of the legal system of Ukraine in the conditions of transformational processes.

In general, the participants noted that the discussions that took place today within the framework of the International Scientific and Practical Conference will play a key role in developing recommendations and adopting new decisions aimed at ensuring the proper adaptation of the legal system of Ukraine to modern conditions. A correct understanding of the essence of the law enforcement mechanism, an analysis of its transformations and problems of adaptation to new challenges - all this will contribute to the development of effective strategies aimed at strengthening the rule of law and protecting human rights in modern conditions.
