Round table on the topic:

On March 20, 2026, a Round Table was held at the V. M. Koretsky Institute of State and Law of the NAS of Ukraine on the topic: «Digital elections: issues of security of organization and conduct».

The Round Table was attended by people's deputies of Ukraine, representatives of other central government bodies, academic scientists and scholars of higher educational institutions, doctors and candidates of legal, political, sociological, economic and other sciences, experts in the field of electoral law and cybersecurity, representatives of civil society.

The purpose of the Round Table is to professionally discuss the prospects for the introduction of digital elections in Ukraine, assess cybersecurity risks and threats, determine legal mechanisms for ensuring the protection of citizens' electoral rights, and develop recommendations for improving legislation in the relevant field.

Opening the Round Table, Director of the V. M. Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine, Doctor of Law, Professor, Academician of the National Academy of Sciences of Ukraine Oleksandr Skrypniuk noted that ensuring the security of digital elections is an interdisciplinary task that requires combining the efforts of lawyers, specialists in information technology, cybersecurity, public administration and political science. Not only the quality of the electoral process, but also the level of citizens' trust in the state, the legitimacy of the government and the stability of the democratic system depend on the effectiveness of such a synthesis. At the same time, the discussion of the legal problems of digital elections is of particular importance, because it is not only about the introduction of the latest technologies, but also about preserving the fundamental principles of democracy, constitutional principles of electoral law and guarantees of free expression of citizens' will. The conditions of war objectively dictate the need to find new forms of direct democracy capable of ensuring citizens' participation in the exercise of power even under restrictions related to security, population movement, and infrastructure functioning.

«I am convinced that the results of our Round Table will contribute to the deepening of scientific research in this area, the formation of a modern doctrine of digital elections, as well as the development of practical recommendations for improving legislation and mechanisms for ensuring their security», — concluded Olexandr Skrypniuk.

M. Koretsky Institute of State and Law of the NAS of Ukraine, Doctor of Law, Professor; Yana Tsymbalenko, Candidate of Public Administration, Associate Professor of the Department of Management Theory and Practice of the Igor Sikorsky Kyiv Polytechnic Institute; Vasyl Mokan, People's Deputy of Ukraine; Andriy Magera, constitutional law expert at the Center for Political and Legal Reforms; Olexandra Reshmedilova, political scientist, candidate of philosophical sciences.

The participants discussed strategic approaches to the digitalization of the electoral process, in particular: ensuring cybersecurity and protecting electoral infrastructure; building citizens' trust in digital tools; necessary changes to electoral legislation; adapting international experience to Ukrainian realities.

In turn, the experts emphasized that the digitalization of elections is a complex ecosystem that requires synchronization of legal, technological and organizational solutions.

As a result of the discussion, the participants agreed on the need to develop a clear legal mechanism for analyzing the security situation in communities, which would allow objectively determining the territories where elections can be held with compliance with all election procedures in accordance with international election standards. Given the European integration processes and international experience in implementing electronic voting, there is a need for a comprehensive scientific and practical analysis of the legal, organizational and technical aspects of digital elections.
