All-Ukrainian Scientific Conference "Current Problems of Human and Civil Rights Protection under Martial Law in Ukraine: To the 35th Anniversary of Independence of Ukraine"
On March 17, 2026, the All-Ukrainian Scientific Conference on the topic: «Current Problems of Protecting Human and Citizen Rights under Martial Law in Ukraine», dedicated to the 35th Anniversary of Ukraine's Independence, was held in a mixed format.
The Director of the V. M. Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine, Doctor of Law, Professor, Academician of the National Academy of Sciences of Ukraine, Honored Lawyer of Ukraine Oleksandr Skrypniuk addressed the participants of the Conference with a welcoming speech. In his welcoming speech, Oleksandr Skrypniuk noted that the Institute has launched a series of scientific events dedicated to the 35th Anniversary of Ukraine's Independence, and today's conference is dedicated to a very important topic: the protection of human and citizen rights under martial law in Ukraine. «The issue of protecting human and citizen rights under martial law in Ukraine, — emphasized Oleksandr Vasylyovych, — today is gaining particular relevance both around discourses and in terms of their practical implementation and provision. In conditions of war, the problem of ensuring human rights and freedoms is becoming more urgent, while the national and international mechanism for their implementation and protection acquires certain special features. Therefore, this topic is very relevant».
After the opening remarks, the main part of the conference began, at which leading scientists of the Institute delivered reports dedicated to the protection of human and citizen rights in Ukraine in accordance with the norms of civil, environmental, labor, administrative, criminal law, and social security law.
In general, the issues that were the subject of discussion at the conference were: The idea of protecting human rights in armed conflicts in the creative heritage of Ukrainian jurists; The functions of the state in protecting human rights in martial law; Legal and political principles for ensuring human rights during martial law; Trends in the development of the protection of human and civil rights under martial law in the context of the relationship between the constitutional legislation of Ukraine and international and EU standards.

Yevhen Rominsky, Scientific Secretary of the Organizing Committee, Research Fellow of the Department of History of the State and Law of Ukraine noted that the conference was organized within the framework of Research project of the V.M. Koretsky Institute of State and Law of the NAS of Ukraine «Comprehensive scientific research on the current problems of protecting human and civil rights under martial law in Ukraine» (IV quarter 2025 — II quarter 2026).
Summing up the conference, Olexandr Skrypniuk noted that today the Institute's scientists have united to discuss the current problems of protecting human and civil rights in Ukraine under martial law. The scientific findings will be published in a separate collection of conference materials.
